In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

GAIN: Keeping Food Markets Working

COVID-19 poses the risk of worsening existing gaps in livelihoods, incomes, and assets unless support for markets and food system workers is done in a gender-sensitive way.
Project activities include: (1) supporting emergency business guidance and grants for small and medium sized enterprises (SMEs) to provide safe and nutritious foods; (2) sustaining and reinforcing the gains of large-scale food fortification; (3) keeping food marketplace infrastructure open, but safer; (4) providing workplace nutrition protection for food system workers and their families; and (5) providing advisory and practical support to governments to help keep critical coordination mechanisms functioning, and help food systems keep working.

This project will offer on-line, phone or in-person intake, referral and support for men in the British Columbia CAF community who are survivors of sexual assault. MTC will also develop a communications and advertising campaign to coincide with the increased attention on the issue of male military sexual trauma from the opening of the period for survivors to submit claims for compensation as a result of the National Defence Sexual Misconduct Class Action Final Settlement. Over the course of the funding cycle MTC will also offer a drop-in group format once a month, a Stage 1 trauma group - a 10 week psycho educational group; a Stage 2 trauma group - a 10 week (post stage 1) healing and recovery group where participants explore their trauma in more depth; and/or a Dad's Group - a 10 week group looking at how trauma affects parenting. All groups are co-facilitated and clients are pre-screened/interviewed before the group starts. The groups will be evaluated by the participants and staff.
