In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Capital Investment Network will achieve this by establishing a national network of Women’s Equity Labs that will consist of nine new chapters across rural and urban areas in seven regions across Canada to increase women-led investing, and the development, implementation, and evaluation of a young women’s mentorship initiative.

At the end of the project, the organization will have contributed to addressing systemic barriers by supporting positive distribution of authority, voices, and decision-making power, encouraging more equitable and effective sharing of resources, and increasing networks and collaboration to accelerate systemic change to support women’s equality.

Building upon a proven model of three existing Women’s Equity Labs in British Columbia, the project will rely heavily upon networking, relationship building and collaboration to empower women across Canada with the skills necessary to actively participate in the investment and leadership of emerging businesses.

Increasing Access to Quality Child Care in BC

This 30-month project will support a feminist response and recovery from the current impacts of the COVID-19 pandemic, through systemic change. The Justice Education Society of British Colombia will achieve this by improving working conditions for childcare workers, increasing access to licenced childcare, providing education on employment rights and business operations, and increasing stakeholder collaboration and peer mentorship.

At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change, and supporting positive distribution of authority, voices, and decision-making power.

The project will conduct a needs assessment, pilot a women’s childcare worker peer-mentoring program, and enhance sector collaboration for accessible childcare. The project will also integrate employment rights and business formation into Early Childhood Education (ECE) and professional development training by developing modular curriculum resources for ECE educators.
