About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Women in Resource Development Inc. will achieve this by establishing an advisory committee, strengthening key partnerships, synthesizing research and information, conducting a policy analysis and designing and implementing more holistic, flexible, and inclusive skills development policies and practices.
At the end of the project, the organization will have contributed to addressing systemic barriers by encouraging more equitable and effective sharing of resources, increasing networks and collaboration to accelerate systemic change, addressing persistent harmful gender norms and attitudes and advancing inclusive policies and practices to support women’s equality.
Throughout this project, the organization will engage directly with low-income women and partner organizations to address women’s persistent and systemic barriers to employment, which were enhanced during the COVID-19 pandemic.

On our terms: Advancing feminist systemic efforts for women experiencing gender-based violence and human trafficking

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic changes for those experiencing gender-based violence. The Elizabeth Fry Society of Mainland Nova Scotia will achieve this by developing a work plan, completing a review of Atlantic systemic services with a focus on gender-based violence and human trafficking, establishing a Women’s Lived Experience Advisory Board, developing and executing an Atlantic Feminist Systemic Action Plan and Network, developing de-stigmatizing strategies for long-term sustainability and conducting an ongoing assessment and evaluation.
At the end of the project, the organization will have contributed to addressing systemic barriers by increasing networks and collaboration to accelerate systemic change, addressing persistent harmful gender norms and attitudes, supporting positive distribution of authority, voices, and decision-making power and advancing inclusive policies and practices to support women’s equality.
Throughout this project, the organization and their peers across the Atlantic provinces will work collaboratively to address and raise awareness on the continued systemic societal barriers and stigma victims and survivors of human trafficking and gender-based violence face.

Economic Integration of Canadian Arab Women in Waterloo Region and Guelph

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Canadian Arab Women Association (CAWA) will achieve this by preparing Arab women (with zero or little work experience in Canada) for the Canadian job market, providing information sessions for their male partners to increase support, performing an employer-level gender gap analysis, and connecting with Waterloo Region employers to break stereotypes, remove barriers, and facilitate introductions.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, encouraging more equitable and effective sharing of resources, increasing networks and collaboration to accelerate systemic change, and addressing persistent harmful gender norms and attitudes to support women’s equality.
The organization is ensuring they are culturally relevant by ensuring the project will be engaging a professional Arab Canadian woman with international work experience and exposure to the Arab culture as a specialist on resume writing with access to the job market, and a specialist on gender equality with exposure to the Arab culture and the Canadian workforce.

Emerging from the pandemic sustained, strong and prosperous

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Centr'Elles : Centre des Femmes Francophones du Nord-Ouest de l'Ontario will achieve this by (1) conducting a study on the experiences of Francophone women in Northwestern Ontario during the pandemic and the reality of immigrant, refugee and newcomer women in the region; (2) designing and conducting multi-faceted/topical workshops to engage, consult, educate and train various community stakeholders; (3) creating and implementing a task force to engage community and institutional professionals; (4) presenting the study findings, making recommendations, and coaching community leaders in their implementation; and (5) conducting outreach to local and regional political leaders.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices; encouraging more equitable and effective sharing of resources; increasing networks and collaboration to accelerate systemic change; and addressing persistent harmful gender norms and attitudes to support women’s equality.
As part of this project, partner organizations working with Francophone women in Northwestern Ontario will be involved to share their expertise and promote the project to the target populations. Centr'Elles: Centre des Femmes Francophones du Nord-Ouest de l'Ontario will establish other relevant partnerships during the implementation of the project to ensure its success and to help women overcome the impacts of COVID-19.

Seeking better access to financing for women social entrepreneurs

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19 through systemic change. The Cooperation Council of Ontario (CCO) will achieve this by examining the experiences of women social entrepreneurs when it comes to accessing funding for their projects and focusing on a key concern, such as why women/binary people have difficulty accessing funding. For those who manage to secure funding for their social entrepreneurship projects, the challenges they face in securing it will need to be identified as well as how the COVID-19 pandemic affects women's ability to secure funding for their social entrepreneurship projects in a chaotic environment. Following analysis of the data, the project will develop theoretical and practical knowledge and recommendations to advance the discussion at the decision-making level in financial institutions and government and work with stakeholders (financial organizations, policymakers) to translate these recommendations into action.
At the end of the project, the organization will have contributed to addressing systemic barriers by encouraging more effective and equitable sharing of resources, increasing networks and collaboration to accelerate systemic change, and addressing persistent harmful gender norms and attitudes to support women's equality.
Their partners in this project are the Franco-Ontarian Foundation, the Northern Policy Institute, several women social entrepreneurs, and CCO members and partners.

Working together for equality

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Leadership féminin Prescott-Russell (LFPR) will achieve this by (1) aiming for parity in politics; (2) increasing the number of women on the Boards of Directors of Prescott-Russell's public organizations; (3) increasing the presence of girls and young women in the public space; (4) drawing a portrait of the status of women in Prescott-Russell through a round table and an intersectoral study; and (5) developing and implementing a communication strategy for all of the project activities.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices; increasing networks and collaboration to accelerate systemic change; supporting positive distribution of authority, voices, and decision-making power; and addressing persistent harmful gender norms and attitudes to support women’s equality.
Within the framework of this project, Prescott-Russell municipalities, school boards and partner organizations will be involved in order to collaborate in the realization of the intersectoral study, to provide regional statistical data and to offer their expertise in relation to the systemic barriers observed with regard to gender equality in their respective sectors.

Women's Safety at the Centre (of the Systemic Response to Gender Based Violence)

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. The Northwestern Ontario Women’s Centre (NOWC) will achieve this by operationalizing the implementation of their High Risk Navigation Protocol and promoting its use as a central tool among service providers to relocate the safety of women, Trans and non-binary people and their children at the front end of the systemic response to Gender Based Violence (GBV); scaling up the GBV Navigation advocate position; creating a Court advocate position to reinforce and monitor the use of safety measures in legal processes; identifying gaps, examining links, researching alternative measures; and creating and publishing recommendations to change GBV protocols and policies, disseminating information, encouraging systemic change, promoting effective measures of accountability and prevention of GBV both inside and outside the criminal legal system.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change, supporting positive distribution of authority, voices, and decision-making power, addressing persistent harmful gender norms and attitudes to support women’s equality.
The organization partnered with Thunder Bay and District Coordinating Committee to End Women Abuse (TBDCCEWA), with funding from Law Foundation of Ontario, to develop the High Risk Navigation Protocol which will be operationalized and implemented during this project. Members of TBDCCEWA will support the protocol’s implementation. Dissemination of project information will also be shared on NOWC’s “Analysis to Action on Gender-Based Violence” website.
