In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

C7-7008-01 Flood Mapping for High Risk Communities - Pilot Project Continuation
The PSIMS agreement number: 22057
1.) include obtaining flood mapping for three additional northern communities (one being the First nation to be completed by the Saskatchewan government) to provide further learning outcomes for government. As a precursor to the flood mapping, bathymetry data will be collected under a discrete contract which will be a new procurement experience for the initiative; 2.) conduct further technical review of the hydraulic models developed in the 2019-2020 NDMP funded project to bring these to finalization for extension to the communities; and 3.) complete a meta-study and comparative program analysis of Canadian jurisdictions with conclusions and recommendation for the application to the Saskatchewan context for development and implementation of a comprehensive long-term flood mitigation program.

C7-7008-02 Corman Park Green Network Drainage Study

Corman Park is vulnerable to flooding and has suffered extensive damages from past floods with major events occurring in 2007, 2011, 2012, and 2013. Drainage catchment areas cross multiple jurisdictions however a comprehensive, regional solution has not been reached. The area continues to remain susceptible to damages during spring run off and major storm events with high levels of precipitation. The work involves acquisition of elevation data, two-dimensional hydraulic modeling and flood mapping within the Rural Municipality of Corman Park to establish the major flood levels. The main objective of the project is to delineate the flood boundary within the 'Green Network' based on a major flood level associated with a 100-year rain event and produce flood maps. Hydraulic conditions (peak flow rates, capacity, water levels) for culverts will be identified through modeling.
