About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Nepal Humanitarian Response – International Federation of Red Cross COVID-19 Appeal

May 2021 – The COVID-19 situation in Nepal has evolved rapidly, following the pace of the pandemic in neighbouring India. The number of new cases reported each day has skyrocketed from under 100 in early March to a record of over 9,000 by mid-May 2021. Health facilities in Nepal are becoming overwhelmed with COVID-19 patients and in many cities, are turning patients away. Data from both the Red Cross and the Ministry of Health and Population indicate that health and WASH services are the greatest need, including access to essential supplies (oxygen, testing supplies, critical care medicines and supplies), temporary hospitals, and PPE. Hand washing stations in health care facilities is also a significant need.
With GAC’s support, the International Federation of the Red Cross and Red Crescent Societies (IFRC) working with the Canadian Red Cross will support the Nepal Red Cross Society in responding to urgent needs brought on by the most recent wave of the pandemic. Project activities include: (1) expanding and improving essential health services, including ambulance services for COVID-19 cases, blood transfusions, and installation of WASH hardware; (2) providing livelihood support for the most affected populations, particularly through cash and voucher modalities; and (3) implementing risk communication and hygiene promotion activities within the community.
