In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Carbon Corp utilizes state of the art technology to convert the carbon dioxide (CO2) to highly valuable carbon nanotubes (CNTs). CNTs have been shown to improve the properties of many existing materials such as cement, electronics, metal alloys, and polymers. The aim of this project is to utilize the inhouse made CNTs to create advanced polymer materials.
Our R&D team is comprised of scientists, engineers, and trade experts in order to apply CNTs to existing materials to improve their properties. The project will focus on embedding CNTs into polymers. This facilitates the synergistic combination of flexibility, low density and facile processing of conventional polymers with outstanding mechanical, thermal and electrical properties of CNTs.

This project will develop the architecture and the high level design of Thermal Vacuum Test Cell. This will be done in three steps. Initially the current methodology will be applied through testing during the commissioning process of a thermal vacuum chamber. Refined process requirements will then be established based on the learnings from the commissioning and testing of the TVC. This will be followed up with the development of the architecture and high level design for the software that will be developed in near the future. The project will be tracked through 5 milestones that are defined in the description of activities section.
