In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project supports the production and dissemination of high-impact research that addresses inequalities faced by women and diverse populations. These populations including Indigenous Peoples, African descendants, persons with disabilities, and lesbian, gay, bisexual, transgender, queer and other sexual identities (LGBTQ+) persons in Latin America and the Caribbean through the Gender and Diversity Lab (GDLab) and the Gender and Diversity Knowledge Initiative of the Inter-American Development Bank (IDB) Group.
A continuous call for proposals funds high-quality research that contributes to closing the knowledge gaps on topics considered a priority by GDLab and its donors, is potentially scalable, and can be completed in a maximum of 24 months. GDLab seeks to act as a catalyst for creative solutions, promoting cross-sector collaboration on such crucial issues for women and diverse population groups. Among these areas are inequalities in the labour market, social assistance and social insurance, migration patterns, human capital development, digital inclusion, access to health services, financial markets, entrepreneurship, political representation, promotion of sustainable development, unpaid and paid care work and the prevention of sexual and gender-based violence. GDLab also seeks to assess the impacts of the economic and health crisis associated with the coronavirus (COVID-19) pandemic and to contribute to the design of recovery strategies for women and other diverse populations in the region.
