In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Quantum coherence probes of electronic dynamics

The Project will include the development of novel quantum imaging technologies (both experimental and computational) to study fundamental aspects of coherent electronic dynamics in molecules. The Project will make use of a revolution in ultrafast laser technology – Ultrafast X-ray Photonics – combined with computational quantum dynamics to permit the direct observation and characterization of quantum electronic dynamics. Canada is a world leader in Ultrafast X-ray Photonics and the CFI has invested nearly $25M in ultrafast X-ray science infrastructure at the INRS-Varennes and the University of Ottawa. The understanding of light-driven coherent electronic dynamics in molecules underpins new rational design principles based on Quantum Coherence, which will be developed in the Project, leading to next-generation Artificial Light Harvesting. These principles will provide new routes, based on Quantum Physics, to enhancing the efficiency of Light Harvesting processes, including solar energy conversion, a critical green technology.

AI-Driven Decision Support System for Clinical Electroencephalography (EEG) and Medical Records

Artificial Intelligence (AI) is quickly penetrating healthcare, but the routine neurological assessment of patients at the primary point of care is still missing AI-enhanced neurologist-like approaches to deal with the complexity of all its data. Developing such AI tools is the focus of the Project, which seeks to address the primary question of whether a novel state-of-the-art machine learning approach, applied to routine clinical EEGs recorded in hospital, can support a more accurate diagnosis with higher efficiency for all categories of patients requiring neurological assessment at the primary point of care. The team will develop a prototype system to support experts in reviewing EEG data. The novel system will utilize state-of-the-art AI methods to identify key diagnostic and outcome-predictive features in the EEG data. The aim is to design AI systems to enhance workflow in data-intensive and time-sensitive settings.
