Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

ARP - Innovative process for creating a bird protection pattern on the outside of a sealed unit
984406
The transparency of the glass is detrimental to the safety of the birds. It does not allow the birds to see the obstacle to be avoided and the birds collide with the surface. An effective method of protecting birds is to create visual markers to indicate the presence of glass to the birds. Visual markers are most visible when placed on the outer surface of the glass in a sealed unit. During the tempering process, it is necessary to be able to obtain markers that are resistant to contact with the rollers in order to preserve the low-emissivity coating on the other surface. The present project aims at developing an innovative process to create such markers.

Addressing ELL Inequities through Technology
981537
The Off2Class Language Learning Platform aims to connect online English-as-a-Second-Language (ESL) Tutors with English Language Learners. In addition to providing structured content to facilitate targeted and effective ESL instruction, the Off2Class platform utilizes proprietary algorithms and machine learning techniques to measure and positively impact instruction efficacy. The goal of our current project is to further develop our ability to positively impact learning efficacy by advancing our capabilities with respect to the algorithms and machine learning techniques we currently utilize to quantify teacher performance and dynamically refine instruction content and strategies.
