About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Supporting Productive Sectors Development Program in Lebanon

This project aims to support Lebanon’s manufacturing (agro-food) and agriculture sectors, which have been identified as having a high potential for job creation for women and youth in disadvantaged areas. The project works to promote equal access to economic opportunities for women and men in productive sectors, in order to support social and economic equality and stimulate economic growth. Project activities include: (1) developing strategies and legislative reviews; (2) supporting infrastructure investment; and (3) enhancing skills and production capacities for farmers, cooperatives, and small businesses.

DRC - Emergency Assistance - People in Need 2020

February 2020 - The crisis in the Democratic Republic of Congo (DRC) is characterized by inter-ethnic conflict and widespread human rights abuses, including sexual violence. In 2020, 15.6 million people are in need of humanitarian assistance in the DRC, a 22% increase from 2019, and it is expected that 2020 brings additional population movement, creating significant needs in protection, livelihoods, and food security. Currently, the DRC is home to the second largest food crisis, with almost 16 million people severely food insecure. In addition, it is home to the largest internally-displaced persons (IDP) population in Africa with 5.01 million displaced people. These needs are exacerbated by the ongoing Ebola outbreak, increased violence, and the forced return of hundreds of thousands of Congolese refugees.
With GAC’s support, People in Need is providing assistance to address the urgent needs of up to 24,524 conflict-affected people in Kabambare territory, DRC. This project focuses on improving water, sanitation and hygiene conditions of health structures (such as hospitals, clinics, health care centers), preventing and treating malnutrition, and providing basic health services to conflict-affected people.
Project activities include: (1) distributing up to 48 medical kits to existing health structures; (2) providing sanitation and hygiene kits to health structures; (3) providing training to over 60 community health volunteers; and (4) distributing food supplements and equipment to help treat severe acute malnutrition.

Rohingya Crisis - Improving Child Protection in Bangladesh - DRC 2020

Project activities include: (1) providing gender-sensitive case management support for child survivors and children and adolescents at risk of protection violations; (2) disseminating information to other agencies on referral pathways for case management services for children; (3) providing family tracing and reunification support to unaccompanied and separated children; (4) providing training to local agencies and community volunteers on identification, referral and response; and (5) offering gender-sensitive life and vocational skills programs to children and adolescents.

Women and girls are disproportionately affected by the lack of access to essential services and face an increased risk of sexual and gender-based violence due to the crisis.
With GAC’s multi-year support, the Adventist Development and Relief Agency (ADRA) Canada is providing emergency health and nutrition support to up to 135,000 of the most vulnerable conflict-affected people, particularly women, in the Marib and Sana’a governorates of Yemen. Project activities include: (1) providing health facilities with essential medication and medical supplies; (2) providing health services, including emergency obstetric and newborn care, family planning, and vaccination for children; (3) ensuring access to medical services and psychosocial support for survivors of sexual and gender-based violence; and (4) screening and providing treatment for acute malnutrition, particularly among children and pregnant and lactating women.
