Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Advancing Pandemic Recovery and Gender Equality in BC: Implementing an Early Childhood Educator Wage Grid
BC21207
This 30-month project will implement a systemic change strategy to achieve a competitive provincial Early Childhood Educators (ECE) wage grid to support a feminist response and recovery to address the current impacts of COVID-19. The Coalition of Child Care Advocates of B.C. will achieve this by implementing an advisory group, conducting an environmental scan, and engaging key early childhood education stakeholders in the mobilization and integration of policy and funding to create a public system of $10 a day childcare in BC of which the ECE wage grid is a central component of quality.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, encouraging more equitable and effective sharing of resources, increasing networks and collaboration to accelerate systemic change, supporting positive distribution of authority, voices, and decision-making power, and addressing persistent harmful gender norms and attitudes.
With input and advice from a range of equity -seeking groups across BC, including Indigenous colleagues, this project will partner with the Early Childhood Educators of BC and Pacific Immigrant Resources Society to engage ECEs in advocating for the full implementation of a provincial ECE wage grid.
