About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Addressing the Terrorism-Arms-Crime Nexus: Preventing and Combatting the Illicit Trafficking of SALW

The project aims to address the terrorism-arms-crime nexus, by enhancing criminal justice responses to prevent and combat the illicit trafficking of SALW and to disrupt the illicit supply of such arms to terrorist groups. The project aims to build the capacities of border control, customs, criminal justice officials, and legislators. The project will contribute to the enhancement of national legislative, strategic, and operational capacities of the Central Asian countries to properly prevent, detect, and counter the firearms trafficking and consequently the associated activities of terrorism and organized crime. Through its regional component, the project contributes to a higher level of cooperation and cohesion in addressing firearms trafficking and related issues.

Emergency Support to the Haiti National Police - Multidonor Basket Fund

The purpose of this project is to increase public security in Haiti by impacting homicide and kidnapping rates, the annual level of victimization and the feeling of insecurity. This project is a Canadian contribution to the United Nations multi-donor basket fund for security. It focuses on improving and rapidly increasing the Haitian National Police’s capacity to redress insecurity, ensure law enforcement and reduce institutions’ vulnerability. Project activities include: (1) supporting the definition of more feminized profiles in recruitment; (2) rehabilitation of 15 to 20 police stations and sub-police stations in the West Department; (3) supporting the design of specialized training modules on various aspects of criminal investigation; (4) training and mentoring for the personnel of the anti-kidnapping unit; and (5) setting up the infrastructure for the creation of the cybercrime unit.
