About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

In addition to increasing the participation of Canadians in international development and key global issues, this project aims to increase the performance of developing country partners to deliver more inclusive, innovative, and environmentally sustainable development initiatives that advance gender equality. This project also works to deliver capacity building through volunteer advisors who act as mentors, advisors or coaches, and become catalysts for partners in the agriculture and tourism sectors of the project countries to realize their full potential.
Project activities include: (1) providing technical assistance in strategic planning and leadership to promote innovative practices that advance inclusiveness, gender equality, and women’s economic empowerment; (2) providing technical assistance in production, operations, quality control, financial procedures, human resources management procedures, customer service, and marketing to promote gender equality and women’s economic empowerment; (3) providing technical assistance to create and/or improve gender-sensitive processes, policies, tools and practices; (4) delivering events and campaigns to inform Canadians about international development issues and opportunities to get involved with these issues; and (5) establishing a fund for partners to procure equipment and supplies necessary to implement an innovation meant to accelerate results through improved productivity, efficiency, sales and income for marginalized and vulnerable groups, particularly women.

Protecting Human Rights in Preventing and Responding to Conflict

This project aims to prevent conflict, hold perpetrators accountable, and help societies reconcile through the active promotion of human rights with governments, early warning through monitoring and reporting of violations, and strengthening the role of civil society in fragile and conflict affected states. Project activities include: (1) monitoring and reporting on human rights situations in the target countries; (2) supporting targeted countries to increase implementation of the recommendations of the international human rights mechanisms’ recommendations; and (3) supporting the active participation of civil society, including those representing women, lesbian, gay, bisexual, trans and intersex LGBTI populations, ethnic and religious minorities to defend their human rights.

This project contributes to the Africa Climate Change Fund (ACCF), focusing on gender equality and climate action in Africa. This funding supports small-scale, climate-resilient projects aimed at increasing women’s economic empowerment and initiatives enhancing women’s participation in climate negotiations in countries across Africa. Project activities include: (1) supporting women and girls in climate change adaptation work and other grantees seeking to address opportunities and challenges for women in the transition to low-carbon economies; and (2) organizing training, outreach and awareness-raising activities to increase women’s participation in climate negotiations and to promote the integration of gender equality issues in national climate plans (NDC) and other national climate change strategies.
The project beneficiaries include women entrepreneurs and their communities in adapting to climate change, government officials working on climate change strategies and negotiations, and stakeholders seeking to integrate gender equality considerations into the NDC process.

Securing Marine and Land Based Trade and Commercial Cargo in OAS Member States

Following the excellent results of Project P001485, this project is the Phase II and aims to reduce vulnerability to transnational threats posed by international crime and terrorism exploiting cargo and trade as means of entry into participating Organization of American States member states. The project activities include: (1) strengthening capacities of law enforcement and customs officers responsible for securing and inspecting commercial cargo in land based ports of entry through introductory and advanced training relevant to their roles and responsibilities; (2) updating decision-makers, customs and law enforcement officials on international standards, good practices, lessons learned, and recent trends on cargo security, interagency cooperation, public-private partnerships, and protection of marine and land based ports of entry; and (3) establishing Inter-American roster of customs and cargo security experts. This project benefits states in Latin America and the Caribbean including Argentina, Barbados, Chile, Colombia, Costa Rica, Dominican Republic, Haiti, Honduras, Jamaica, Mexico, Peru, and Trinidad & Tobago.

This 36-month project will provide training to better equip Fire Service Women Ontario (FSWO) to empower its members and the board of directors to help recruit, retain and promote women in the fire service. Specifically, the project will allow the FSWO Board to create an updated strategic plan and ensure the organization's bylaws are updated to reflect current provincial standards and the organization’s needs; provide funding to effectively educate and train board members and ensure they are supported administratively; and, find alternate funding sources that will allow FSWO to be financially self-sustainable.

Preventing Adolescent Pregnancy: Sexual and Reproductive Health for Adolescent Development

Nicaragua has one of the highest adolescent pregnancy rates in Latin America, with approximately 24% of girls between the ages of 15 and 19 having been pregnant at least once. Gender-based violence, deeply rooted traditional practices, the lack of comprehensive education on sexual and reproductive health, adolescent-friendly health services, and economic opportunities, all contribute to high early pregnancy rates.
Project activities include: (1) facilitating access to comprehensive sexuality education, and quality sexual and reproductive health services for adolescents; (2) implementing a communication for development strategy on the promotion of values and prevention of gender-based violence; (3) promoting curricular adjustments that allow pregnant adolescents and adolescent mothers to continue their studies in an inclusive and respectful environment; (4) strengthening care and protection services to adolescent girl survivors of gender-based violence, including sexual violence, with a rights approach; (5) designing a strategy of empowerment and life skills for vulnerable adolescents, including the entrepreneurial capacities of adolescent girl survivors of sexual violence; and (6) strengthening inter-agency coordination for comprehensive attention to adolescent girls and boys.
