In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Bridging the Gap To Change

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Black Canadian Women In Action Society (BCW) will achieve this by facilitating the inclusion of black Canadian women in Canadian society by offering presentations and training to agencies and organizations serving black women and other minority groups; building bridges between communities to promote intercultural understanding and dialogue; and promoting equal opportunities for black Canadian women. BCW will also be developing and sharing a toolkit to strengthen the process to create action and solutions for other community organizations where staff lack cultural sensitivity training.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices; encouraging more equitable and effective sharing of resources; increasing networks and collaboration to accelerate systemic change; supporting positive distribution of authority, voices, and decision-making power; and addressing persistent and harmful gender norms and attitudes to support women’s equality.
BCW has secured partnerships with various organizations in Edmonton, Calgary and Fort McMurray that will support the project by helping to build capacity, positioning the project for success. Partners include MCG CAREERS INC., MacEwan University, The Learning Centre Literacy Association, NSTEP, Edmonton Heritage Council, Association Niger Canada Sahel, and Rehoboth Alliance.

Collaborative Action towards a Society Free of Gender Based Violence

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Calgary Immigrant Women’s Association will achieve this by conducting participatory and literature review research to identify and deconstruct attitudes, beliefs and practices that influence gender-based violence against immigrant women; fostering collaborative partnerships between key ethnocultural/religious community groups and service providers to leverage resources and address support services gaps in the Calgary area; and developing and implementing evidence-based strategies to address harmful gender norms, attitudes, and practices.
At the end of the project, the organization will have contributed to addressing systemic barriers by increasing networks and collaboration to accelerate systemic change and addressing persistent harmful gender norms and attitudes to support women’s equality.
Networking and a multi-pronged approach will be undertaken by Ethnocultural and faith-based community leaders and stakeholders from across sectors to break down barriers that perpetuate gender-based violence and inequality among immigrant women. Additionally, Ethnocultural community members, immigrant women, men, and boys, and family members with lived experience will provide insights on cultural/religious factors to develop and implement prevention-focused initiatives. The effectiveness of the project’s solution initiatives will be measured through evaluation.

Advancing Gender Equality for Indigenous Women and Girls Through System Change and Economic Recovery

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Cold Lake First Nations will achieve this by forming an Indigenous Women’s Coalition, identifying opportunities to make changes, engaging partners to facilitate change, and taking collective action to close gender inequitable gaps in the Cold Lake First Nations community.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices and supporting positive distribution of authority, voices, and decision-making power to support women’s equality.
This project will bring together women and all people who experience inequity based on gender identity to act as leaders in the development of a solution focused response to ending gender-based violence and gender-based dominance to improve women’s and girl’s economic security and prosperity.

Addressing systemic barriers to women returning and advancing in the post-pandemic workplace

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. The Association of Professional Engineers and Geoscientists of Alberta (APEGA) will achieve this by assessing key chokepoints limiting the full participation of women in the profession, test strategies to address biggest hindrances for underrepresented groups, develop a tested resource bank for engaging, retaining, and meaningfully including women in the workforce.
At the end of the project, the organization will have contributed to addressing systemic barriers by seeking to alter, reorient or connect the elements of a system in order to accelerate systemic change.
APEGA will work closely with industry professionals and diversity & inclusion experts. They will engage their 75,000 members and 4,500 employer members throughout the project and the final recommendations will be shared nationally by Engineers Canada.

Building an Inclusive Feminist Recovery Agenda

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Women’s Centre of Calgary will achieve this by convening caucuses of diverse women, including Black, Indigenous, racialized, and migrant women, to collectively identify the key gender equality issues they face as a result of the pandemic, such as barriers to their economic security and leadership; performing evidence-based and anecdotal reviews of the disproportionate impacts of the pandemic and intersectional gender gaps within existing recovery plans; developing an inclusivity toolkit and an inclusive feminist recovery agenda that is community-informed and incorporates the input of diverse women with lived experiences; and convening ongoing meetings and consultations with key stakeholders to mobilize support across sectors for the agenda’s systemic change solutions.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change, and supporting positive distribution of authority, voices, and decision-making power to support women’s equality.
Through this project, marginalized women’s groups, particularly BIPOC women and women involved in migrant and care work, will be given opportunities to lead the development of a toolkit and recovery plan that contains key recommendations for removing systemic barriers and advancing equality. Women’s Centre of Calgary will leverage existing relationships with their Social Policy Collaborative partners and will build networks with other equity-seeking groups and officials to advance the recommendations towards a recovery from the impacts of COVID-19. The project’s impact will be documented through an evaluation.

Scale of Women's Equity Lab and youth entrepreneur mentorship to expand women-led capital across Canada

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Capital Investment Network will achieve this by establishing a national network of Women’s Equity Labs that will consist of nine new chapters across rural and urban areas in seven regions across Canada to increase women-led investing, and the development, implementation, and evaluation of a young women’s mentorship initiative.
At the end of the project, the organization will have contributed to addressing systemic barriers by supporting positive distribution of authority, voices, and decision-making power, encouraging more equitable and effective sharing of resources, and increasing networks and collaboration to accelerate systemic change to support women’s equality.
Building upon a proven model of three existing Women’s Equity Labs in British Columbia, the project will rely heavily upon networking, relationship building and collaboration to empower women across Canada with the skills necessary to actively participate in the investment and leadership of emerging businesses.

Increasing Access to Quality Child Care in BC

This 30-month project will support a feminist response and recovery from the current impacts of the COVID-19 pandemic, through systemic change. The Justice Education Society of British Colombia will achieve this by improving working conditions for childcare workers, increasing access to licenced childcare, providing education on employment rights and business operations, and increasing stakeholder collaboration and peer mentorship.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change, and supporting positive distribution of authority, voices, and decision-making power.
The project will conduct a needs assessment, pilot a women’s childcare worker peer-mentoring program, and enhance sector collaboration for accessible childcare. The project will also integrate employment rights and business formation into Early Childhood Education (ECE) and professional development training by developing modular curriculum resources for ECE educators.

Shifting Media Representations of Im/migrant Sex Workers to Address Post-Pandemic Gender-Based Violence

This 30-month project will support a feminist response and recovery to adress the current impacts of COVID-19, through systemic change. Supporting Women's Alternatives Network (SWAN Vancouver) Society will achieve this by thorough consultation with immigrant and migrant sex workers, community-based agencies, and media consultants to identify and analyze examples of problematic reporting. SWAN Vancouver will develop surveys and produce results to feed into the creation of a media kit and guidelines for journalists. They will identify trainee media outlets and specific journalists to raise awareness with targeting media's representation of immigrant and migrant sex workers’ post pandemic. An external evaluator will be consulted throughout the project to assist with planning, projections, and to evaluate the overall impact.
At the end of the project, the organization will have contributed to addressing systemic barriers by: advancing inclusive policies and practices; encouraging more equitable and effective sharing of resources; increasing networks and collaboration to accelerate systemic change; supporting positive distribution of authority, voices, and decision-making power; and addressing persistent and harmful gender norms and attitudes to support women and gender equality.
This project will partner with local and national media outlets to shift the representations of immigrant and migrant sex workers. The intended outcome is the adoption of responsible, ethical, evidence-based journalism that is imbued with accuracy, objectivity, freedom from bias, integrity, and respect in mainstream media.

Fighting Inequality-Advancing Gender Equality Policy and Practice in Manitoba Metis Government and Communities

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Infinity Women Secretariat Inc. will achieve this by utilizing research and consultations to develop a Manitoba Métis women-specific gender equality toolkit, as well as policy and regulation guidelines. Gender equality training workshops will be developed and facilitated for the Métis government to complement the toolkit. A mid-term and final evaluation will be conducted to critically examine the project.

The Manitoba Métis Federation and its affiliates will partner with this organization to contribute to the implementation of the policies and regulation guidelines to increase women’s leadership in democratic, civic, public, and private sectors.

Mission Critical: An evidence-based strategy to ensure marginalized women’s post-pandemic job recovery

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Canadian Centre for Policy Alternatives will achieve this by building relationships between equality seeking organizations and other stakeholders to collaborate across sectors to advance gender equality. CCPA will design and implement policies and practices to increase women’s labour market participation and opportunities.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices and increasing networks and collaboration to accelerate systemic change to support women’s equality.
This project, Mission Critical, aims to create a Women’s Jobs Recovery Dashboard, conduct case studies that provide rich, detailed information about the experiences of marginalized women in hard-hit sectors, and provide evidence-based policy proposals to ensure that those most impacted by the pandemic are a key part of Canada’s post-pandemic job recovery. To implement Mission Critical, 4 offices of the Canadian Centre for Policy Alternatives will collaborate with 8 community partners and DAWN Canada to examine the labour market experiences of marginalized female workers in hard-hit industrial sectors and the care economy, while conducting comparative policy research, and identifying and disseminating policy and program alternatives for advancing women economic security in the post-pandemic economy. The project will house and disseminate its findings through a new, user-friendly gender budgeting portal. The peer-reviewed research findings will be published by the CCPA and disseminated through mainstream and social media channels, drawing on the expertise of the CCPA communications strategists. The project will also create user friendly communications tools to center marginalized working women’s voices and to provide all project partners with practical resources for advancing policy solutions and systemic change at all levels.
