In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Youth in Positive Action

The Youth in Positive Action project will provide individualized intervention to visible minority youth, aged 12 to 17, who are involved in the criminal justice system and who are at risk of being recruited by a street gang. Through targeted interventions, sports, cultural, recreational and artistic activities, the project's objective is to promote the rehabilitation and reintegration of these young people. To increase the chances of success of this project, efforts will be made to involve family members, school, police, peers and other community partners to enhance community collaboration. As well, the project will also raise awareness among the youth who do not have citizenship to help them understand the consequences of their actions on their individual and family immigration files.

Advancing Community Biomonitoring, Fishery Assessment and Data Stewardship in Nunavut

This study will expand on training provided by the Nunavut Community Aquatic Monitoring Program (NCAMP) to include the use of In Reach satellite devices and a specially designed "Fishery Assessment App" that will assist in the monitoring, reporting and assessment of subsistence and commercial fisheries. This information will be automatically uploaded on to a Nunavut Fishery Atlas that can be accessed by web browser. The project aims to enhance local capacity in biomonitoring, data stewardship, and management for empowered participation in co-management and better preparation for the impacts of climate change on food availability, wildlife migration, and sustainable harvesting.
