In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Breaking Barriers for Women in Rural Newfoundland

This 31-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. NorPen Status of Women Council will help women in rural Newfoundland overcome barriers related to post-secondary education and employment. This will be achieved by conducting an in-depth community-led research within its catchment area, by developing and proposing new policies and procedures to overcome identified barriers for post-secondary institutions, government bodies and rural employers in the region, and by creating and sustaining partnerships with concerned stakeholders to initiate systemic change.

At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, and by increasing networks and collaboration to accelerate systemic change to support women’s equality.

The organization will be mindful of applying a GBA+ analysis in all aspects of the project and will formulate conclusions based on comparative evidence. Necessary reports will be completed to support findings, identify long-term outcomes, and evaluate the sustainability of the project.

The NorPen Aboriginal Women’s Circle will play a valuable role in the project as they will help the organization identify barriers within the indigenous community and offer insight on how to apply an Indigenous lens to all aspects of the project.

This 31-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Informed Opinions will achieve this by advocating for policies and practices to increase women’s leadership in democratic, civic, public or private sectors while addressing discriminatory legislation, policies, and/or practices that prevent women and/or girls from fully participating in the social, political and economic spheres.

At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change and supporting positive distribution of authority, voices, and decision-making power to support women’s equality.

This project will help advance women’s post-pandemic recovery by addressing systemic barriers to women’s political participation identified in the Elect Her report, creating conditions conducive to change by Reviewing Canadian political parties' existing policies and practices related to recruiting and running women in winnable ridings, and identifying persistent sources of resistance, while assembling research (Canadian, international) to challenge that resistance. This will result in a coordinated thought leadership campaign, mobilizing and supporting political scientists and advocates in making clear the indefensibility of the status quo and profiling practical approaches to remedy it. This project will be amplifying this news commentary through additional earned media (broadcast and podcast interviews, press gallery briefings, coordinated social media campaigns featuring arresting infographics and compelling videos) and by creating an SEO-optimized accessible and dynamic online portal to house all related materials and
solicit ongoing engagement. Public opinion research will be conducted following the amplified thought leadership efforts to reflect and leverage evolving public sentiment on related issues and research-supported tools, in collaboration with newsrooms and journalists to overcome sexist news coverage.
