About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The Canada–Vietnam Academic Mobility Project: Toward Inclusive and Sustainable Economic Governance in the Indo-Pacific aims to strengthen university cooperation between the two countries by supporting research and training in the areas of inclusive and sustainable economic governance in the Indo-Pacific. Led by the NEME Chair, the initiative will award ten research grants (five for graduate students and five for professors/researchers) for 3–4-month stays in Vietnam, in partnership with two institutions: the Foreign Trade University in Hanoi and the University of Law in Ho Chi Minh City.
Vietnam is a key actor in the Indo-Pacific and a party to several free trade agreements. It shares strategic priorities with Canada, such as economic diversification and sustainable governance. This strategic project aligns with Canada’s priorities related to open and rules-based trade, inclusive and sustainable governance, and the strengthening of regional resilience and local capacities, while fostering the development of lasting academic and diplomatic networks.

P017298001: The International Committee of the Red Cross’ (ICRC) primary mission is to protect the lives and dignity of people affected by armed conflicts and other situations of violence. The ICRC assists and works to prevent further suffering by promoting and strengthening international humanitarian law. The ICRC collaborates with local Red Cross and Red Crescent national society staff and volunteers to implement its protection and assistance programmes worldwide.
This project aims to provide protection, emergency relief, and other essential services to people affected by armed conflict and other situations of violence. This includes in Cameroon, Central African Republic, Chad, Colombia, DRC, Ethiopia, Haiti, Lebanon, Mali, Mozambique, Myanmar, Nigeria, Somalia, South Sudan, Sudan, Syria, Ukraine, Venezuela and Yemen.
Project activities include: (1) engaging with warring parties on the respect for international humanitarian law; (2) conducting protection activities to support those protected under international humanitarian law (people deprived of liberty, missing and separated, civilian populations); (3) assisting people affected by conflict and violence by providing medical care, income support, and food assistance; (4) working and abiding by the fundamental principles such as neutrality, impartiality, and independence, with all stakeholders; and (5) negotiating safe access to populations in need. | P017298002: The International Committee of the Red Cross’ (ICRC) primary mission is to protect the lives and dignity of people affected by armed conflicts and other situations of violence. P017301001: February 2026 - Palestine refugees across Syria, Lebanon and Jordan continue to endure the compounded impacts of conflict, displacement and precarious legal status. In 2026, ongoing regional instability and entrenched socioeconomic crises are expected to intensify humanitarian needs. These interconnected challenges underscore the need for a cohesive regional humanitarian and protection response, particularly as fragile stabilisation and early recovery efforts begin to take hold.
With GAC’s support, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) contributes to preserving the dignity and resilience of Palestine refugees in Lebanon and Syria amid ongoing economic, social and security crises. Project activities include providing emergency assistance, including food, healthcare, water, shelter and protection services to meet the basic needs of Palestinian refugees. | P017301002: February 2026 – The magnitude and severity of death, destruction and extreme deprivation in the Gaza Strip have generated profound human suffering and humanitarian needs. In the West Bank, demolitions, operations by Israeli forces, settler violence, and movement restrictions continue to trigger displacement and drive a range of humanitarian needs. The erosion of community resilience mechanisms has further intensified needs across all sectors. The United Nations estimates that 3.62 million people require lifesaving assistance across Palestine.
With GAC’s support, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) contributes to stabilizing conditions, restoring and scaling up the delivery of essential services, protecting the most vulnerable and providing life-saving humanitarian assistance to those in need. Project activities include providing emergency assistance, including food, healthcare, water and protection services to meet the basic needs of Palestinians.

Canada’s support for the AUF’s new programming helps strengthen the capacities of member institutions, improve access to quality higher education for learners in the Global South, and reinforce teaching, vocational training, and research in fields such as environmental studies, economics and management, tropical medicine, primary education, and governance.
