In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Strengthening food security and livelihoods of vulnerable communities

Through this project, WFP will boost income generation opportunities and livelihood diversification of vulnerable households and promote women’s empowerment and household care practices in Venezuela. The project will enhance individuals’ technical skills towards more diversified and reliable sources of income, through training and follow up programmes; support households to meet their immediate food needs through food transfers to promote their participation in technical and life skills training; and strengthen the capacity of local organizations and institutions to design and implement training programmes for livelihood diversification and the creation of income generating opportunities at community level.
The project will operate in Amazonas, Apure and Sucre, Falcón and Delta Amacuro over a three-year period.
The project aims to assist some 10,000 people within the framework of its livelihood support strategy, including women, caregivers of people with disabilities, and indigenous communities.

The Red Rectangle: a space laboratory for the formation and evolution of interstellar carbon material

This project will analyze JWST observations of the Red Rectangle, a unique nebula surrounding an evolved star, that exhibits all these signatures of carbonaceous dust at the same time. The team will spatially characterize the spectral properties of these carbonaceous components and use their emission to establish the inventory of carbonaceous species at each location, and map the growth of molecules and trace the processing induced by UV radiation. This will result in a thorough understanding of the formation of carbonaceous species in evolved stars and the impact of photo-chemistry of these species.
