In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

The first step of this project focuses on comfortable living acoustical environmentsfor increasing elderly populations. Acoustic problems in residentil homes is caused by structural sounds,outdoor noises and equipment in homes. THis team has the expertise to study floor impact sound.

The current floor impact sound insulation rating scheme in Japan (grading curve method) is known as single frequency band dominative. Also, the correlation between the concrete and wooden buildings has not yet been studied. Hence, further study on the test and rating protocols of the floor impact sound is necessary. As a first step, the project focuses elderly persons. In addition, the project use the Virtual Reality (VR) microphone using Ambisonics technology to overcome the difficulty on the measurement of the sound pressure levels in the room with multi-modal effect on annoyance .

Human Informatics Research Institute (HIRI) of National Institute of Advanced Industrial Science and Technology (AIST) and the Building Research Institute (BRI) will collaborate to perform subjective studies to correlate annoyance from impact noise in wooden houses with the existing and proposed metrics. Floor impact measurements will be conducted at BRI with test facilities such as the test house at BRI with support from AIST.

HIRI will perform listening tests with various impact noises at BRI. Older generation participants will be recruited for the listening tests. The results of the listening tests are expected to reveal acoustic properties related to annoyance in the noises and create an evaluation framework of sound quality of residential houses.

TEA/LCA Assessment of CO2 Conversion Technology Using Bioelectrolysis

Description:

The Project intends to develop a tool able to generate Techno-Economic and Life Cycle assessments (TEA/LCA) of various CO2 conversion technologies using updated guidelines. These assessments will be done using static and dynamic simulations and will be based on the Technology Readiness Level (TRL) of the concerned technology. The combination of dynamic simulation and TRL consideration in a TEA/LCA tool is a new development. The outcome of the simulations will quantify both the economic and environmental impact of a technology under review. The tool will initially be applied to assess a technology being developed at the NRC, which is currently at laboratory scale and able to convert CO2 into methane using a microbial electrosynthesis process. The TEA/LCA results generated by the tool will help identify technology development gaps in the NRC technology. These will be addressed to allow the NRC to further develop and later promote this new pathway for CO2 conversion. Additionally, the tool will be applied to multiple other CO2 conversion technologies in order to benchmark the NRC’s technology against these technologies. Ultimately, the Project will result in a new TEA/LCA tool that will generate a library of economic and environmental impacts for a variety of CO2 conversion technologies.
