In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Community Mobilization for Improved Change for Women Experiencing Violence in Rural Areas

Description:

This 30-month project will develop and implement adaptation measures and tools for employers in rural areas to accommodate and hire survivors of violence to address the root causes of gender-based violence. The Kent Centre for Prevention of Violence Inc. will achieve this goal by collaborating with regional partners to develop a community-based approach to address intersectional barriers to women's economic security by improving access to basic services such as childcare, housing, employment and transportation.

At the end of the project, the organization will have contributed to the removal of systemic barriers by advancing inclusive policies and practices; increasing networks and collaboration to accelerate systemic change; and supporting a positive distribution of authority, voices and decision-making power in support of women's equality.

During implementation of the project, the Kent Violence Prevention Centre Inc. will establish relevant partnerships with business organizations such as chambers of commerce, municipalities, and business people to establish municipal policies and approaches that will end gender-based violence and workplace biases in rural areas.

Description:

This 30-month project will develop and implement an engagement and awareness strategy to address the root causes of gender-based violence. Escale MadaVic Inc. will achieve this objective by conducting a participatory diagnostic impact analysis and developing and implementing an action plan for moderation of the partner network, including knowledge sharing.

At the end of the project, the organization will have contributed to the removal of systemic barriers by advancing inclusive policies and practices; increasing networks and collaboration to accelerate systemic change; and supporting a positive distribution of authority, voices and decision-making power in support of women's equality.

As part of this project, partner organizations working with girls and women who are victims of violence will be involved to share their expertise and promote the project among target populations. Escale MadaVic Inc. will establish relevant partnerships during implementation of the project to ensure its success and help women to overcome the current impacts of COVID-19.

Wabanaki Women's Traditional Leadership: Disrupting Systemic Racism in New Brunswick

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. The Indigenous Women's Association of the Maliseet and Mi'Kmaq Territories Inc. (IWWT) will achieve this by seeking to advance inclusive policies and practices for Wabanaki consultation and policy development at the provincial level for the inclusion of IWWT and the voices of Wabanaki women, girls, and 2SLGBTQQIA+ peoples at provincial decision-making tables.

This will be achieved by expanding on current partnerships and developing new partnerships at the provincial level, developing and implementing a strategic advocacy plan and social media engagement strategy to build awareness of Wabanaki matriarchal governance and protocols for inclusion, conducting an environmental scan of the provincial policy landscape, developing terms of reference for partnerships and inclusion, creating and supporting Wabanaki Women’s groups at the community level including an intergenerational Wabanaki Matriarch and Youth Council that reports to the IWWT Board, as well as developing and offering training modules and informational materials to build the capacity of Wabanaki women in community.

At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices and supporting positive distribution of authority, voices, and decision-making power to support women’s equality.

This project will bring together Wabanaki women, girls, and 2SLGBTQQIA+ peoples with lived experience to learn alongside the Native Women’s Association of Canada and the Wabanaki Two-Spirit Alliance. The organization also seeks to develop new partnerships with provincial agencies, departments and organizations as their strategic advocacy plan and leadership grows.

Description:

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Specifically, the NB Women’s Shelters (New Brunswick South Central Transition House & Second Stage Coalition Inc) will address systemic barriers within governmental and non-governmental policies and procedures in rural New Brunswick. This will be achieved by conducting focus groups and a needs assessment with victims of domestic violence, disseminating data, networking for collaboration, forming a provincial council with domestic violence sector representatives, and adopting new protocols and practices that better address the issue of domestic violence. The organization will then, with the government of New Brunswick and partners, develop a provincial framework and comprehensive trainings, using a trauma-informed gendered lens, including the intersectionality of gender, ethnicity, race, and language.

At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, and by increasing networks and collaboration to accelerate systemic change to support women’s equality.

The NB Women’s Shelters, a coalition of 13 second stage programs and transition houses, will work with the Government of New Brunswick, partners, stakeholders and consultants to develop appropriate interventions, policies, and resources for all women victims of domestic violence, including refugee and immigrant women and children.

The Newfoundland Aboriginal Women’s Network will achieve this by implementing cultural procedures in the local court system, by implementing an Indigenous Court Navigator position, by training individuals in Gladue report writing, by strengthening relations between correctional facilities and community organizations, and by training Indigenous men and women to become Peer facilitators.

At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, encouraging more equitable and effective sharing of resources, increasing networks and collaboration to accelerate systemic change, supporting positive distribution of authority, voices, and decision-making power, and addressing persistent harmful gender norms and attitudes to support women’s equality.

The Newfoundland Aboriginal Women’s network will partner with the Empower Indigenous Women for Stronger Communities to continue to build and foster a community of Indigenous peer facilitators and leaders.

Improving judicial practice to increase the safety of women victims of domestic violence

Description:

This 30-month project will develop and implement a promising practice designed to improve the legal process and address systemic barriers in order to address the root causes of gender-based violence, specifically in relation to underrepresented women groups. The Regroupement des maisons pour femmes victimes de violence conjugale (RMFVVC) will achieve this goal by focusing on the impacts of coercive control in the lives of women victims of domestic violence who are living on low incomes, refugees, immigrants, out-of-status or newcomers. Stakeholders will be engaged through a committee of partners equipped with solid expertise and influence in their respective communities. A toolkit on coercive control will be developed after identifying and analyzing best practices that incorporate the concept of coercive control into the practices of various players of Canadian and foreign justice systems. Three training modules on the different forms of coercive control and their impacts will be developed and delivered to workers in the 43 member houses of the RMFVVC to enhance their ability to guide and support women. Conferences, regional seminars and follow-up meetings with the various players involved in the judicial system will also 1) enhance their knowledge of the concept of coercive control, 2) introduce them to the tools developed to address coercive control, and 3) clarify the impact of these tools on advocacy for women victims of domestic violence among the underrepresented target groups. Word about the promising practice will be spread by engaging members of the RMFVVC through familiarization sessions held to strengthen their ability to influence the practices of key players in their respective regions.

By the end of the project, the organization will have raised awareness, trained and engaged its members, regional judicial system players (criminal, family and immigration law) and provincial authorities in different sectors (e.g. prison, police) about the concept of coercive control. Through this, they will be able to effectively detect the various signs of domestic violence and develop more appropriate practices to improve the safety of victims, especially women in the targeted subgroups.

The sustainability of the promising practice will be assured by a web page used to promote and continuously disseminate the tools and training developed under the project in an effort to have the judicial practices of targeted multi-sector stakeholders more effectively account for the concept of coercive control. Sustainability will also be secured through a description of these tools in the educational programs of the Barreau du Québec, the École nationale de police du Québec and the School for Prosecutors, which offers training to Quebec prosecutors.

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. The Elizabeth Fry Society of Northeastern Ontario, in partnership with the Elizabeth Fry Society Simcoe Muskoka, will achieve this by conducting a feminist organizational restructuring, assessing the existing research and knowledge on barriers in Central and Northern Ontario for marginalized, racialized and criminalized women and gender diverse individuals, forming a Women’s Lived Experience Advisory Board and developing its networks and partners, developing a Feminist Systemic Action Plan, and setting a process for sustainability of efforts.

At the end of the project, the organization will have contributed to addressing systemic barriers by encouraging more equitable and effective sharing of resources; increasing networks and collaboration to accelerate systemic change; and addressing persistent harmful gender norms and attitudes.

Assessment and Evaluation will be ongoing, and a final evaluation/report completed.

Advancing Safety and Prosperity for Indigenous Women on Vancouver Island Through Systemic Action with Police

This 30-month project will develop and implement a program and partnership model between the Aboriginal Coalition to End Homelessness Society (ACEH), the Victoria Police Department (VicPD), and Indigenous women with lived experience to address the root causes of gender-based violence. ACEH will achieve this by organizing women’s land-based safety days to discuss gender-based violence experiences with police, and organizing relationship-building days for Indigenous women, ACEH staff and the VicPD to build reciprocal understanding and trust. It will lead a community gathering to co-develop a partnership model and develop a culminating video resource, formalize commitments to systemic change with VicPD and the Collaborative Response Network, and pilot peer employment positions for Indigenous women with lived experience to implement or support project objectives. It will also complete a comprehensive evaluation and lead webinars across the tribal regions on Vancouver Island to share the project’s resources and implementation strategy.

At the end of the project, the organization will have developed a promising practice that addresses policies and practices that prevent women or girls from fully participating in the social, political and economic spheres, designed and implemented policies and practices to increase women’s labour market participation and opportunities, and developed and implemented community-based approaches to address intersectional barriers to equality for diverse women (e.g. anti-oppression and anti-racism initiatives). It will have engaged men and boys to combat harmful gender norms and advance gender equality, developed and implemented prevention-focused initiatives to combat gender-based violence, and engaged women or girls with lived experience to influence pandemic recovery responses. It will have also enhanced reconciliation and distinction-based approaches for Indigenous women or girls’ safety, economic security and leadership opportunities, convened and strengthened the feminist movement to collaboratively advance gender equality, and built relationships between equality-seeking organizations and other stakeholders to collaborate across sectors to advance gender equality.

A partnership with be developed with the VicPD to support the implementation of project objectives and ensure the overall project success.
