In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

This 27-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. York Factory First Nation will achieve this by creating community focus groups related to three priority areas: decreasing violence towards women in resource development projects; decreasing family violence through challenging and changing social norms; and working towards pandemic recovery for women. Focus groups of women, Elders, Two-Spirit people, young women, men, service providers, and leadership will: identify barriers faced by women and two-spirit people; gather ideas of how to make social and systemic change; develop action plans; and begin to shape change with partner organizations in and outside of the community. This project will also produce a list of recommendations and the provision of healing activities for women affected by violence and the pandemic.

At the end of the project, the Nation will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change, and addressing persistent harmful gender norms and attitudes to support equality for women and Two-Spirit members.

This 27-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. The Association for the Alberta Network of Immigrant Women will achieve this by conducting focus groups with immigrant women and recruitment agencies from across Alberta to assess the role of recruitment agency practices on the economic security of immigrant women; researching and evaluating best practices for diversity and inclusion policies; and convening a stakeholder summit to highlight initiatives for enhancing employment opportunities for immigrant women.

At the end of the project, the organization will have contributed to addressing systemic barriers by increasing networks and collaboration to accelerate systemic change and advancing inclusive policies and practices to support women’s equality.
