In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Makeover: Women’s Leadership Co-Creation Studio Advancing Equitable Nonprofit Sector Change /

This 15-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Capacity Canada will achieve this by addressing systemic barriers that prevent women from accessing leadership roles in services delivery and governance within not-for-profit organizations.
The organization will engage a broad spectrum of underrepresented women's voices by completing a Waterloo region environmental scan, conduct design sprints, and co-design community-based identified resource solutions. These tools aim to improve hiring and governance policies and practices, and advance women’s inclusion within the not-for profit sector. An outreach and advocacy communication campaign will also be developed and implemented to support women’s engagement, advocate for change, raise awareness and disseminate findings to relevant stakeholders.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, encouraging more equitable and effective sharing of resources, increasing networks and collaboration to accelerate systemic change, supporting positive distribution of authority, voices, and decision-making power of underrepresented women within the not-for-profit sector, and finally addressing persistent harmful gender norms and attitudes to support women’s equality.

Changing the Workplace to Support Wellness of Indigenous Women

This 27-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Workforce Warriors Inc. will achieve this by educating employers and organizations on the importance of supporting Indigenous women and 2Spirit’s wellness in the workplace. Working with an Indigenous wellness leader, they will develop a national educational training program and the tools employers need to establish a culturally appropriate wellness infrastructure within their organization to support Indigenous women and 2Spirit’s safe and secure participation, reintegration and retention in the workplace. Workforce Warriors will utilize its national network of Indigenous organizations and community leaders to train employers, which will help support the development, implementation, national testing, and evaluation of the program and foster its sustainability onward.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, encouraging more equitable and effective sharing of resources, increasing networks and collaboration to accelerate systemic change, supporting positive distribution of authority, voices, and decision-making power, and addressing persistent harmful gender norms and attitudes of the system, all to support women’s equality.
The additional funds will be used to revise and adapt the educational material to adopt a new delivery approach more reflective of the content and cultural practices, including the development of a video.

Wahpeton Dakota Women's traditional governance and leadership structure development

This 18-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Wahpeton Dakota Developments LTD. will achieve this by researching Wahpeton Women’s traditional governance and leadership systems to better include women in leadership roles. Elders, women, community partners and stakeholders will be engaged to discuss the traditional governance as well as to reach a consensus within the community for how those traditions can best be implemented and supported.

Gender Equity Playbook: Supporting Feminist Response & Recovery in Sport and Through Sport

This 27-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Canadian Women and Sport (CWS) will achieve this by addressing discriminatory legislation, policies, and/or practices that prevent women and/or girls from fully participating in the social, political and economic spheres; designing and implementing policies and practices to increase women’s labour market participation and opportunities; and engaging men and boys to combat harmful gender norms and advance gender equality. CWS will also design and implement policies and practices to increase women’s leadership in democratic, civic, public or private sectors, and build relationships between equality seeking organizations and other stakeholders to collaborate across sectors to advance gender equality.
At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, encouraging more equitable and effective sharing of resources to support women’s equality, and increasing networks and collaboration to accelerate systemic change. CWS will also contribute by supporting positive distribution of authority, voices, and decision-making power, and addressing persistent harmful gender norms and attitudes.
This project will scale up an initiative developed in partnership with Ryerson University’s Diversity Institute under Dr. Wendy Cukier that addresses systemic barriers to women’s leadership, employment and participation in sport using an intersectional feminist framework: The Gender Equity Playbook (“the Playbook”). Having successfully implemented this initiative with 20 organizations (to date) at the national level of sport, CWS will work to replicate the Playbook with 55 provincial/territorial sport organizations in BC, the Northwest Territories, Saskatchewan, Ontario and Nova Scotia.

Inclusive Childcare for All: Systemic Change within Early Learning and Childcare Networks, Policies and Practices

This 27-month project will support a feminist response and recovery from the current impacts of
COVID-19, through systemic change. Oxfam Canada will achieve this by engaging
underrepresented women, living in the Atlantic, Ontario, Prairies and Pacific regions, to inform
and develop pandemic recovery responses that address intersectional barriers to early learning
and childcare (ELCC) accessibility, affordability, quality and inclusiveness. Relationships will be
built between equality-seeking organizations and other stakeholders to collaborate across
sectors to advance underrepresented women's engagement in ELCC advocacy networks.
Oxfam Canada will develop and disseminate advocacy tools within these networks and launch
community-based public communication tools, resources and mobilization moments to
effectively advance ELCC policy solutions that are inclusive of addressing the barriers of
underrepresented women.
At the end of the project, the organization will have contributed to addressing systemic barriers
by advancing inclusive policies and practices and increasing networks and collaboration to
accelerate systemic change to support women’s equality. Oxfam Canada will achieve this in
partnership with Child Care Now, and Childcare Resource and Research Unit, and will be
guided by a diverse advisory panel with representatives from the four targeted regions. With
this project, Oxfam Canada will help women’s economic recovery from the current impacts of
COVID-19 by advancing policy changes to increase access of underrepresented groups to
early learning and childcare. This bilingual pan-Canadian project will specifically address the
systemic barriers faced by underrepresented women to access ELCC networks, collaborations,
policies and practices.
The supplemental funds will be used to host an in-person conference with the objective to
increase underrepresented women’s access to ELCC advocacy spaces and advance their
participation in policy discussions while strengthening intersectional analysis within ELCC policy
spaces. The conference will bring together individuals with diverse backgrounds which will
include Canada-wide childcare advocates, members of under-represented groups, racialized
mothers and ELCC educators.

Post-Secondary Sexual Violence Prevention & Education Toolkit

This 16-month project entitled Post-Secondary Sexual Violence Prevention & Education Toolkit will help advance women and gender-diverse individuals’ recovery from the current impacts of COVID-19 through systemic change and education. The project will contribute to prevent and address gender-based violence experienced and perpetrated at post-secondary institutions by creating an Education Toolkit for use by students and advocates on campuses across the country. The first module of the Education Toolkit will specifically address the increased prevalence and severity of online sexual violence. Moreover, the toolkit will emphasize the effectiveness of peer-to-peer education. The organization will hold consultations through online sessions and a survey to determine gaps in knowledge and the needs of campus communities in order to help design a facilitation guide, workshop template, and toolkit modules. The organization will then engage the student communities through piloting a training session and conducting a survey to evaluate the efficacy, relevance, and delivery of the toolkit.
At the end of the project, the organization will have contributed to addressing systemic barriers by encouraging more equitable and effective sharing of resources; increasing networks and collaboration to accelerate systemic change; and addressing persistent harmful gender norms and attitudes to support women’s equality.
