In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The project aims to combine the field sampling and analytical capabilities at the Ocean Wise Plastics Laboratory with research expertise at the NRC to develop data standardization, fate and transport modeling, and decision-making tools to combat microplastic pollution. Estimates of microplastic abundance, along with physical and chemical characterization at representative sites in urban coastal waters of the Salish Sea will be combined with predictive modeling to understand which environments are most at risk from microplastic accumulation and “hot spots”. The project also aims to work with international partners to promote adoption of standard practices for analysis and reporting of environmental microplastic data. Building on existing work on chemical weathering of common polymer materials, this project will inform on generation pathways for nanoplastics, a newly identified contaminant of concern.

Metrology Measurements for Rydberg Atom-Based Electric Field Sensing

The objective of the Project is to move Rydberg atom-based electric field sensing towards becoming a primary standard for radio frequency (RF) power in the MHz-THz frequency range. The Project will consist of three main components. First, QVIL and NRC will investigate three different electric field probes that QVIL has designed for metrology applications. These electric field probes reduce scattering and increase the uniformity of the measured electric fields inside of the vapour cell sensor. Secondly, the Project team will make precision measurements of the transition dipole moments between Rydberg states of Cs from n~35-150, where n is the principal quantum number.
