In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Aligning Rural Feminist Leadership & Organizations for Systems Change

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Women's Rural Resource Centre of Strathroy and Area will achieve this by strengthening collaboration across the gender based violence (GBV) ecosystem in the areas of governance, leadership, infrastructure, programs and services; addressing gaps and barriers related to gender based equity and inclusion in policies and procedures; establishing communities of practice and opportunities for collaboration between rural GBV leaders across the region culminating in an inaugural Rural GBV Summit; supporting women with lived experience to amplify their voices and increase participation of rural women and girls impacted by GBV in rural systemic change. At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, encouraging more equitable and effective sharing of resources, supporting positive distribution of authority, voices and decision-making power and increasing networks and collaboration to accelerate systemic change to support women’s equality. This project will work with partners, including Huron Women's Shelter Second Stage Housing and Counselling Services, Optimism Place Stratford, the Centre of Organizational Effectiveness to enroll other community partners from intersecting sectors such as justice, health, poverty/homelessness, social services and education to engage in systemic change initiatives using a GBA+ lens to improve collaboration, address systemic structural barriers, and create inclusive, equity based policies, procedures, practices and programs across the region to decrease gender bases violence.

This 29-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Healthy Muslim Families Inc. will achieve this by conducting research and a gap analysis of GBV in Muslim Community, establishing a Muslim Women GBV advisory committee, establishing a roundtable of Muslim serving organizations, conducting community engagement sessions with survivors, Muslim community, Muslim leaders and service providers, establishing a Muslim Women Career Advancement committee, and through developing a healing and empowerment program that is culturally appropriate, anti-racist and trauma informed.

At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change, and addressing persistent harmful gender norms and attitudes to support women’s equality.

This 29-month project will develop and implement a mentorship program for boys and young men to address the root causes of gender-based violence. The Circle Salt Spring Education Society will achieve this by designing, implementing, and evaluating peer-mentorship, community mentor, and experiences-with-elders models to help boys and young men prevent and address gender-based violence in their communities.

At the end of the project, the organization will have developed a promising practice that will engage men and boys to combat harmful gender norms, advance gender equality, and increase networks and collaboration to accelerate systemic change.

This project will involve annual multimedia storytelling activities to record and measure themes, topics, and core principles. A formalized curriculum will be developed to sustain the impact of the project model.

Supplemental funding in January 2024 will be used to offset unexpected costs for insurance, facilities and communications.
