In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Capacity Building for the Future

This 59-month project will address organizational capacity needs to allow the organization to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the following activities: development and implementation of a business plan, a fundraising plan, a communications, and partnership plan. This national organization is an alliance of women's organizations at the national, provincial, territorial, and local levels whose primary mandate is to advance gender equality in Canada.
As a result of the impacts of the COVID-19 pandemic, FAFIA was required to shift its project activities from in-person to online in accordance with public health guidelines.
To support the organization’s capacity to do this, supplemental funding was provided for FAFIA to update and manage its website, increase online presence and enhance virtual reach and accessibility.
The second supplemental fund extension will support FAFIA to build capacity around digital resiliency by developing protocols to manage the risks associated with the current and emerging digital environment; taking advantage of opportunities to improve communications, human resources, partnership development and networking through the use of new and effective digital tools; and, creating a sustainable base for ongoing operational capacity.

Organizational capacity will be enhanced through the development of a 3-year strategic plan; by strengthening Human Resources policies and procedures, including the creation of a renewed staffing and membership structure adapted for greater flexibility; and through the development of an evaluation framework and associated tools and resources, incorporating feminist and gender-sensitive approaches.
Supplemental funding provided in 2020 will be used to advise the Board of Directors on a risk assessment of existing policies and to revise priority policies to better reflect the governance structure and to rapidly adjust to the current pandemic context.

Innovative Finance For Ethiopian Women Entrepreneurs (IF WE)

In Ethiopia, despite the economy growing at a rapid pace, women are employed more in the informal sector, have much higher rates of unemployment, and are paid less than men for the same jobs. Taking a feminist approach and building on proven results, this project addresses the social, financial and business challenges that prevent Ethiopian women from obtaining the financial and technical support needed to run successful businesses.
