In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

March 2025 - A 7.7 magnitude earthquake and a 6.4 magnitude aftershock struck central Myanmar on March 28, 2025, resulting in extensive destruction and loss of life. With Global Affairs Canada (GAC) support, Save the Children Canada will provide lifesaving assistance to address the urgent nutrition and protection needs of crisis-affected people across the globe for three years. This project will focus on improving the nutritional status of vulnerable populations and enhancing the protective environment so that risks of violence are mitigated, through delivering emergency nutrition and complementary health and water, sanitation and hygiene services in approximately 15 countries each year.

Country-level interventions will be implemented through a global program that will allow for a greater overall coherence and visibility of sectoral results achieved. Countries of implementation will be selected on a yearly basis and in consultation with GAC, with priority given to extreme nutrition crisis in countries experiencing protracted. At least half of the budget will be directed towards nutrition sector activities.

Project activities include: (1) providing emergency nutrition services for girls and boys under 5 and pregnant and lactating women and girls, including Community-Based Management of Acute Malnutrition (CMAM), supplementary feeding programs, micronutrient supplementation, community outreach, and providing treatment of severe acute malnutrition; (2) providing emergency infant and young child feeding services for parents/caregivers of girls and boys under 5; (3) providing health services for girls and boys under the age of five, as well as women of reproductive age; (4) providing community and /or facility-based health and water and sanitation services; (5) providing survivor-centered protection services to at risk groups, including referral, case management, psychological first aid (PFA), care for child survivors, and tailored psychosocial support (PSS).

March 2025 - West Bank and Gaza continue to experience deteriorating humanitarian conditions, with high levels of need in health, protection and sexual and reproduction health and rights (SRHR). In 2025, the United Nations estimated that 3.3 million people require life-saving assistance. Gaza experienced mass destruction, with 60% of buildings, including 92% of homes and 88% of schools, damaged or destroyed. An estimated 1.9 million people, or 90% of the population, are internally displaced and face severe shortages of food, water, shelter, and healthcare, with the health system collapsing.

With GAC’s support, the United Nations Population Fund (UNFPA) helps provide lifesaving sexual and reproductive health services and protection in the West Bank and Gaza. Project activities include: (1) providing emergency obstetric care and sexual and reproductive health services to women and adolescent girls; (2) ensuring protection from and response to gender-based violence; and (3) providing health services, supplies, commodities and medication, dignity kits, and reproductive health kits to crisis-affected people.

Description:

February 2025 - The World Health Organization (WHO) works with countries and partners to prepare for, prevent, respond to, and recover from hazards that create health emergencies, including disasters, disease outbreaks and conflicts. The WHO’s Contingency Fund for Emergencies (CFE) is a replenishable multi-donor fund that provides resources necessary to rapidly scale up WHO’s initial response to health-related outbreaks and emergencies.

With GAC’s support, the CFE helps the WHO react early to prevent health emergencies from escalating. Project activities include: (1) deploying experts to assess outbreak threat; (2) delivering essential medicines, supplies and equipment; (3) training health personnel; and (4) strengthening health sector coordination and health information systems.
