In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Strengthening Trans-Regional Action and Responses against the Smuggling of Migrants - STARSOM

This project aims to reduce threats posed to migrants by criminal networks engaging in migrant smuggling from South Asia and Africa through Latin America to the United States and Canada. Project activities include: (1) delivering six training workshops to criminal justice practitioners in countries along the transnational smuggling routes leading to Canada to detect, investigate and prosecute migrant smuggling in a gender-informed manner; (2) providing ongoing mentoring and advisory services to selected practitioners handling migrant smuggling cases in investigating and collecting evidence; (3) holding two trans-regional meetings and/or conferences to take stock of trends, patterns and challenges in addressing migrant smuggling; and (4) producing an Assessment Report on trends and patterns of transcontinental migrant smuggling.
This project is implemented by the United Nations Office on Drugs and Crime with the support of Canadian governmental agencies such as the Canada Border Services Agency and the Royal Canadian Mounted Police.

AI accelerated mapping and design of CO2-recycling via electrocatalysis at the atomic scale

The Project seeks to advance CO2-recycling via electrocatalysis using AI-driven mapping and engineering of key reaction centres at the atomic scale. Copper is the most effective CO2-to-fuel electrocatalyst. However, no systematic approach has yet been developed to engineer its governing reaction mechanisms. To address this gap, the Project team will employ AI to accelerate the design of chemically active sites and interfacial solvation
structures on copper during CO2 conversion. The ultimate aim is to utilize Artificial Intelligence (AI) driven data acquisition and design inferences to accelerate the discovery of engineering solutions to improve both the efficiency and long term stability of copper electrode based technology. This will be accomplished by coupling AI, operando experiments, and supporting modeling at the atomic scale.
