About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Project activities include: (1) providing shelter, clothing and other essential non-food items; (2) providing adequate water, sanitation and health services, including in reproductive health; (3) providing opportunities for education and livelihoods support; (4) providing protection, including against sexual and gender-based violence, child protection and working with governments to register asylum seekers and refugees, and help issue identity documents; (5) working with governments to support refugee self-reliance and forge peaceful relations between refugees and local citizens; and (6) expanding opportunities for durable solutions for people of concern.

Additional Support to IFAD Climate Finance Loan 2019-2021

Description:

This project represents an additional loan of $190 million to the International Fund for Agricultural Development (IFAD) for climate-smart agriculture in developing countries. This contribution supports IFAD’s full environmental and climate mainstreaming agenda whose overarching goal is to strengthen the environmental sustainability and climate resilience of rural people to overcome poverty and achieve food security. The purposes of this loan are: (1) to support IFAD’s provision of loans to eligible Member States in line with IFAD’s commitment to ensure that its Programme of Loans and Grants is climate-focused; and (2) to support gender mainstreaming and gender-transformative projects.
Project activities include: (1) expanding IFAD’s support to smallholder farmers, particularly women; and (2) promoting farming practices adapted to climate change and adoption of technologies and practices which help reduce the carbon footprint from agricultural systems. This project enables poor populations to adapt to the effects of climate change and reduce greenhouse gas emissions.
