In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

During the Apollo program, lunar surface
operations were hampered by the effects of
fine, pervasive, highly adhesive lunar dust.
The missions have shown challenges like
obscuration of vision, clogging of
equipment, dust covering/abrasion of many
sensitive external surfaces, degradation of
seal and thermal performance. It became
clear that before extensive lunar
exploration efforts can continue, strategies
must be developed to mitigate the effects of
lunar dust.
The project aims at providing a solution to
this challenge by advancing the development
and enhancement of Integrity Testing
Laboratory's (ITL) unique cornerstone lunar
Dust Mitigation Technology for sensitive
materials of external space structures that
will be used in robotic and manned missions
for Moon exploration. One of the major tasks
in this project will include participating
in a coming Lunar mission that will allow
testing ITL samples and prototype
spectrometers in real Lunar environment
conditions. The data from this Lunar dust
exposure experiment will be evaluated and
compared to data from ground-based exposures
of similar samples in ITL's upgraded lunar
environment simulator. Another major task in
the project will see building two prototypes
of portable spectrometers for evaluation of
major thermal optical properties for use in
planetary space environments. The results
from this project will serve as a foundation
for creating greater capacity to simulate
the Moon's dusty environment for further
testing and validation on Earth of Integrity
Testing Laboratory's technologies.

Humanitarian Assistance for Conflict-Affected People in Nigeria - Save the Children 2021

February 2021 - Nearly twelve years of conflict between Islamist insurgents and government forces in northeastern Nigeria have left the region facing a desperate humanitarian crisis, characterized by mass population displacement and severe human rights abuses, including abductions, killings, and sexual violence. Destruction of infrastructure has left most of the population without access to safe water, sanitation, or healthcare and widespread food insecurity, exacerbated by the impact of the COVID-19 pandemic, has left the region on the brink of famine. Across the three conflict-affected states of Adamawa, Borno, and Yobe, an estimated 8.9 million people will need humanitarian assistance in 2021.
With GAC’s support, Save the Children is preventing and treating acute malnutrition and improving access to protection services for conflict-affected internally displaced persons and host communities in Nigeria’s Borno state. Project activities include: (1) identifying and treating acute malnutrition; (2) providing case-management and other services to survivors of sexual and gender based-violence (SGBV) or those at risk; and (3) engaging with community stakeholders to improve understanding of and response to protection risks.

Emergency Healthcare and Nutrition for Internally Displaced People in Somalia - Save the Children 20

March 2021 - Despite progress towards sustainable political stability, the impact of more than three decades of insecurity, exacerbated by frequently recurring drought, increasing seasonal flooding, an ongoing historic infestation of desert locusts, and the coronavirus (COVID-19) pandemic, has left much of the population without access to basic services and ever more vulnerable to the next shock. Internal displacement remains at record levels, with an estimated 2.6 million internally displaced people (IDPs) living in more than 2,400 sites across the country, and severe food insecurity is projected to increase in 2021, as a La Niña weather event is expected to bring renewed drought conditions early in the year. Altogether, an estimated 5.9 million people in Somalia will require humanitarian assistance in 2021.
With GAC’s support, Save the Children is preventing and treating acute malnutrition and improving access to healthcare amongst drought- and conflict-affected IDPs, returnees, and host communities in Somalia’s Lower Juba region. Project activities include: (1) providing training and support for local health workers and facilities; and (2) providing screening for and treatment of acute malnutrition.
