About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This grant is Canada's long-term institutional support for the Organisation internationale de la Francophonie (OIF). The OIF uses these funds, as well as those of other donors, to carry out its mandate. The OIF's mandate includes: (1) the promotion of the French language and cultural and linguistic diversity; (2) the promotion of peace, democracy and human rights; (3) support for education, training, higher education and research; and (4) the promotion of sustainable economic development and solidarity. The OIF aims to incorporate the transversal axes of youth and gender equality into the implementation of its strategic objectives. The OIF conducts its activities with other institutions of La Francophonie, civil society and national, international and multilateral organizations. It delivers its programming through advocacy, project funding, technical assistance, training, awareness-raising and the dissemination of knowledge in French. Through its Strategic Framework 2015-2022, the OIF aims to place the action of La Francophonie in the international context of the fight against poverty and the achievement of the Sustainable Development Goals. Canada's support for OIF programming contributes, in particular, to the enhancement of the French language in a context of linguistic and cultural diversity, the strengthening of democratic governance and the rule of law among its members, the strengthening of access for all children to quality education and training, and the development of the Post-2015 Development Agenda.
