In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Quantum key distribution can be used to distribute highly secure encryption keys in a manner such that any attempt at eavesdropping would be detected. Quantum sensing could be used to obtain 3D images of spacecrafts and objects of interest kilometers away with millimeter precision, enabling precise surface damage assessment for spacecraft and detection of small orbital debris. Both of these quantum technology applications have one crucial device in common: ultra-sensitive single-photon detectors. Single Quantum Systems is developing a revolutionary single-photon detector based on a unique semiconductor nanostructure design which has the potential to become one of the best single-photon detector ever created. This project will assess the potential benefit of our detector for space applications by evaluating the impact of radiation exposure to determine its performance in the harsh environment of space.

The Off2Class Language Learning Platform upskills educators which results in powerful learning outcomes in their English Language Learner (ELL) students. In addition to providing structured content to facilitate targeted and effective ESL instruction (with embedded skills development for teachers), the Off2Class platform utilizes proprietary algorithms and machine learning techniques to measure and positively impact instructor efficacy. In our previous IRAP pilot project (2021-22), we were successful in advancing our capabilities to positively impact learning efficacy by quantifying teacher performance and enhancing instruction content and strategies. We were able to facilitate this through our algorithms and machine learning techniques, and the outcome allowed us to rank the performance of educators on Off2Class, and then pair them with students in our K12 school district clients.

Light Readout Technologies for Space-Bound Radiation Spectrometers

The proposed project aims to develop and harden light readout technologies required for radiation spectrometers for exploration-class space missions to the Moon and beyond. Bubble Technology Industries (BTI) is currently developing radiation spectrometers for life science and planetary science purposes, using silicon photomultipliers (SiPMs) to read out the light from scintillator detectors. In previous work, SiPMs have been demonstrated in the laboratory; however, hardening is required to optimize the technology for long deployments in deep space.
In the proposed work, compact sensor packages will be developed that are miniaturized and hardened for space applications. It is expected that the novel systems developed for space will lead to a number of spin-off technologies to be used in a wide range of terrestrial applications, including: defence and homeland security through nuclear, explosives, and contraband detection; radiation protection of aircrew personnel; applications in proton therapy; and advancement of fundamental science through research contracts.
