In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Keeping Adolescent Girls in School

The project will ensure that girls realize their rights to safe, quality, gender-responsive education by improving the participation of adolescent girls in primary and secondary education. It will increase the availability of gender-responsive school facilities such as latrines and access to adolescent-friendly sexual and reproductive health services. The project will address the financial constraints faced by poor girls and their families by providing economic opportunities to support girls’ education. The project will offer reentry points for out-of-school girls, with particular attention to girls in remote communities and living with disabilities. To support girls’ transition from primary to secondary school, or to alternative learning programs for girls barred from enrolling due to pregnancy or early motherhood, KAGIS will implement cost-effective solutions to enable safe transport to secondary and alternative learning centres.

Description:

April 2021 – Coronavirus (COVID-19) cases in India have grown exponentially to over 17 million, with daily cases increasing from around 10,000 at the beginning of February 2021 to more than 350,000 by the end of April. According to the WHO Health Emergency Dashboard, on April 27 alone, India officially recorded over 2,700 deaths due to COVID-19. However, excess deaths attributable to the virus were likely many times this figure. This second wave has overwhelmed health infrastructure across the country. In major cities like Mumbai and Delhi, there are severe shortages of ICU hospital beds, medical oxygen and medications to treat COVID-19. Hospitals are overcrowded and turning away patients. Hospitalization facilities, human resources capacity, bedding availability, and ambulance services are in high demand. A growing number of Indian states have implemented lockdowns.

With GAC’s support, the Canadian Red Cross will support the Indian Red Cross in responding to urgent needs brought on by the most recent wave of the pandemic. Project activities include: (1) providing health supplies and equipment to affected medical facilities and communities to bolster the health system’s response; (2) expanding health service provision; and (3) implementing risk communication and hygiene promotion activities within the community.
