In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Town of Tecumseh Climate Change & Flooding Resiliency Project
This project aims to reduce climate related hazards, disaster risks, and build climate resilience within the vulnerable coastal region of the Town of Tecumseh, through the construction and improvements of 4 infrastructure assets: 1) decommissioning the St. Mark’s Pump Station; 2) constructing of a new consolidated Scully & St. Mark’s Pump Station; 3) improving the PJ Cecile Pump Station and; 4) improvements to storm trunk sewers at two locations to convey stormwater runoff to the consolidated Scully/St. Mark’s pump station and to re-route flows from the existing pump station site. Together, these investments will help improve the community resilience to flood. The project would begin construction in 2021 and end in 2027.

Springbank Off-Stream Reservoir (SR1)
The 2013 southern Alberta floods were one of the most costly disaster in Canadian history and Albertan still remain vulnerable to extreme flood. The flooding affected thousands of people in the City of Calgary and downstream communities. The effects of this flood event on infrastructure, watercourses and people have raised awareness of the need to be better prepared for extreme weather in the future. The goal of the project is to construct an off-stream storage reservoir which would reduce the effects of future extreme flood events on the City of Calgary and other downstream communities.

Saskatchewan Wildfire Risk Reduction and Community Resilience Project
The project is to carry out 141 fuel mitigation projects designed to increase the resilience of 84 at-risk Saskatchewan communities from catastrophic wildfire impacts. This project improves public safety and reduces wildfire threat for all stakeholders. Fuel mitigation projects are not meant to stop wildfires from occurring, the goal is to reduce the fire behavior so that the wildfires can be safely and effectively managed to prevent damage to property and lessen the danger to human life.
