About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 28-month project will strengthen the capacity and networks of E2S – Edmonton 2 Spirit Society to advance LGBTQ2 equality. This will be achieved by building managerial capacity through governance training, strategic planning, organizational policies and procedures, incorporation and charitable status; strengthening collaboration among organizations through community consultations, partnerships and network summits; ensuring long-term sustainability with a fundraising plan; advancing LGBTQ2 equality with an intersectional approach, such as race, age, official language; and improving access to funding opportunities. Organization will engage with Elders in protocol and ceremonial procedures. E2S will build cultural teachings and practices into their policies and increase community engagements during their Community Knowledge Engagement activities.

The funding extension, phase 2, will be used to advance their strategic plan by increasing organizational capacity to expand the reach and effectiveness of their services in more spiritual ways that aligns with their Indigenous cultural background; cultivating organization’s financial health by hiring grant writing consultants to improve core funding applications, and increasing of evidence and knowledge of 2SLGTBQ+ challenges and barriers by engaging with Elders and broader target community to determine their needs.

At the end of the project, the organization will have better capacity to advance equality with respect to sex, sexual orientation, gender identity and expression; and established and/or strengthened partnerships and collaborations to support the LGBTQ2 movement.
