In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 16-month project aims to strengthen the capacity and networks of Gender Creative Kids Canada to promote LGBTQ2 equality. The following activities will achieve the project's objectives: support management capacity through three-year strategic planning, strategic consultations and the hiring of additional staff; and strengthen inter-organizational collaboration through a Canada-wide community networking campaign.
By the end of the project, the organization will have enhanced its capacity, sustainability and network to provide increased and sustained support to trans and non-binary kids and their parents.

Resilient Passage: Developing Culturally Relevant Resources for Underrespresented 2SLGBTQ+ Youth

This 29-month project will strengthen the capacity and networks of The Lesbian Gay Bisexual Youth Project Society (The Youth Project) to advance LGBTQ2 equality. This will be achieved by building managerial capacity within the organization and technical expertise of the sector through consultation and training, by increasing access to evidence, data, information, and knowledge sources through community needs assessments, and by strengthening collaboration among community partners. The organization will also work within specific 2SQTBIPOC demographics and share newly created sector resources.
The Youth Project will utilize supplemental funds to develop organizational capacity by expanding their internal curriculum diversifying partnerships and networks, creating a provincial 2SLGBTQIA+ advocacy strategy and a digital resource about restructuring 2SLGBTQIA+ organizations within a trauma-informed and anti-racist pedagogy, and by building grant writing skills for long-term sustainability.
At the end of the project, the organization will have increased knowledge and capacity, internally and sector-wide, to advance equality with respect to sex, sexual orientation, gender identity and expression. It will also have strengthened partnerships and collaborations to support the LGBTQ2 movement.

This will be achieved by identifying and engaging with key stakeholders, conducting environmental scans, investigating incorporation, policies and bylaws, formalization and building capacity for strong organizational health.
At the end of the project, the organization will become legally constituted; have increased knowledge and capacity to advance equality with respect to sex, sexual orientation, gender identity and expression; and will have established and/or strengthened partnerships and collaborations to support the LGBTQ2 movement.
