In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Applications must ensure relevance to all of the following objectives:
• Establish central coordination and collaboration activities with existing clinical trials groups/networks to increase the availability of high-quality and real-time evidence and build capacity to support Canada’s rapid response to the global pandemic and health emergencies in order to better prevent, detect, treat and/or manage COVID-19;
• Establish a transparent, inclusive, multi-jurisdictional recruitment and membership process that describes benefits for and requirements and expectations of members;
• Collaborate across member networks to establish resource and data sharing policies, increase efficiencies in research and related processes (including, but not limited to ethics review; contracts; common protocols; developing applications for trial funding; consistent and valid patient-oriented outcomes), reduce duplication, and maximize research impact for COVID-19;
• Create data sharing agreements to ensure follow-up of patients through existing administrative data platforms within Canada;
• Adopt a nimble and adaptive strategy for engaging stakeholders in research prioritization and oversight while shifting studies as needed, based on new knowledge and changing COVID-19 landscape;
• Provide evidence to inform clinical and health system management and public health response, and/or decision-making and planning within and across jurisdictions in Canada and internationally; and
• Enhance local, national and/or international clinical trial collaborative efforts by aligning clinical trials networks with other COVID-19 research investments to prevent and/or mitigate the rapid spread of COVID-19 and related negative consequences.

Project activities include the following: (1) developing training curriculums on analyzing gender equity and equality as part of public performance management and crisis management; (2) implementing solutions to incorporate gender equity and equality into public institutions’ performance management processes, including in times of crisis; (3) setting up a networking and coordination platform for gender units in Senegalese ministries; (4) supporting the information systems of the Agence nationale de la statistique et de la démographie (Senegal’s national statistics and demography agency) and its partners to improve the use of sex-disaggregated data that make it possible to measure gendered impacts in times of crisis and develop strategic solutions; (5) setting up a networking platform for women leaders in Senegal’s public institutions; and (6) educating parliamentarians and public institution executives on gender equity and equality.
