In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

In August 2022 Alertdriving launched a driver training program for Vehicle for Hire Drivers (“VFH V1.0”) licensed by the City of Toronto. To date, we have trained 10,000 drivers and expect another 25,000 in 2023. This will generate Alertdriving revenue of approximately $3.0M from August 2022 to December 2023. There are 299 other cities in North America that may require certification. The current program is not scaleable and requires:
• proctor Administration Suite in Alertdriving’s License Management System-efficiency
• exam/test by mobile device without having to attend in person at an Alertdriving examination center-efficiency and market requirement
• enable the assignment of individually assignable courses-additional revenue

SafetyScan 2.0 will revolutionize the way impairment is detected in safety sensitive workplaces. It will largely replace expensive and fallible methods (such as breathalyzers or urine tests) which can be expensive, infrequently administered, and have delayed results, all while not being able to detect impairment. With SafetyScan 2.0, a worker’s eye movements will be scanned and analyzed for psychomotor impairment from alcohol, drugs, or cognitive fatigue. This is a daily Fitness for Duty test that is fast, accurate, non-invasive, and respectful of worker privacy. The rapid results will prevent workplace lost time incidents, equipment downtime, traffic accidents, and environmental disasters while respecting and maintaining worker privacy.
