About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Improving Sexual and Reproductive Health and Rights (SRHR) in Dhaka

The project aims to improve the sexual and reproductive health and rights (SRHR) of vulnerable and underserved women and adolescent girls in two urban slums in Dhaka, Bangladesh. In collaboration with local partners, project activities include: (1) providing training to health facility staff of 154 garment factories and clinics to provide quality contraceptive care responsive to needs of adolescents, and survivors of sexual and gender based violence; (2) facilitating social and behavior change to support women’s and adolescent girls’ needs with respect to SRHR; and (3) providing infrastructure, commodities, and technology required to provide quality woman-centered contraceptive service in the selected facilities. The project also strives to establish effective communication mechanisms to ensure adolescent girls and women have access to accurate information on the availability of contraceptive services and resources for sexual and gender based violence.

Project activities include the following: (i) delivering better family planning services and post-abortion care to more than 200,000 women and adolescent girls; (ii) raising awareness among more than 1,000,000 people through interactive radio programs or other kinds of campaigns on sexual and reproductive health (SRH) and gender based violence (GBV); (iii) providing 465 community members, 120 female members of women’s groups, and at least 200 community health centre care providers and mobile midwives with training on SRH and GBV; (iv) training 16 district-level trainer-supervisors so as to ensure the sustainability and good governance of the health system; (v) holding sessions to lobby 150 key decision makers and policy leaders on SRH and GBV issues at the national and regional levels; and (vi) building the capacity of 20 media representatives to ensure awareness of and proper communication on the issues of gender inequality.

Project activities include: (1) utilizing nutrition-specific interventions, including iron and folic acid supplementation, as an entry point to provide young or pregnant girls with equitable, gender-responsive and adolescent-friendly sexual and reproductive health and rights (SRHR), nutrition and sexual and gender-based violence (SGBV) protection services; (2) using youth-centered, feminist and rights-based interventions to empower girls of different age groups to respond to the distinct barriers faced by young adolescent girls (10-14 years of age), out-of-school older adolescents (17-19 years of age), nomadic and pastoral communities and hard to reach vulnerable populations such as pregnant adolescents; (3) building agency and empowering adolescents (10-19 years of age) to exercise their sexual and reproductive health and nutrition rights; (4) promoting a pandemic-responsive and resilient health system by improving health systems and infrastructure; (5) supporting and delivering an integrated package of SRHR and nutrition services, including family planning/contraception; gender-based violence prevention and response services, adolescent-friendly antenatal, postnatal and post-abortion care, and nutrition support and counseling; (6) promoting gender equality and income generation and entrepreneurial skills for girls and life skills training to support out-of-school older adolescent girls; (7) strengthening gender-responsive and adolescent-friendly governance and accountability systems and structures; and (8) increasing adolescent participation in community-based accountability platforms and redistributing the burden of unpaid care by addressing deeply entrenched social norms.

These results will be achieved through key project activities: (a) gender-sensitive training of healthcare providers at the puskesmas (health center) level, including on SRHR issues, emergency obstetric and neonatal care, family planning, post-abortion care, female genital care, gender-based violence and nutrition for mothers and girls; (b) creating or rehabilitating infrastructure, e.g. equipping selected puskesmas and creating mobile and satellite clinics for hard-to-reach communities ; (c) capacity-building and support for F&F, including those who are marginalized or vulnerable, in SRHR; (d) gender-sensitive training of community leaders on gender issues, for example by organizing community forums aimed at better dialogue between F&F and local power-holders, or by training religious and traditional leaders; (e) raising awareness of gender issues among boys, men and parents.
