In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Workplace Sexual Harassment Prevention and Response Program

The organization will provide policing agencies with a better understanding of the barriers to reporting sexual harassment in the workplace, and will develop improved processes to eliminate barriers for victims. Training modules will be developed for HR professionals, internal investigation officers, and organizational leaders on how to respond to disclosures of sexual harassment, along with general awareness and education materials for the agency. All materials and training will be shared with other police agencies in Alberta.

Building a sexual harassment-free workplace for women in electricity

The project will develop an educational outreach program to inform employers in the electricity industry about sexual harassment, including strategies to address and prevent it. The program will remind employers and employees of laws, responsibilities and rights to actively prevent sexual harassment and respond to complaints appropriately. The program will be supported by a set of educational tools fostering a respectful and harassment-free work environment.

Combating Sexual Harassment in Legislatures

The organization will implement a pilot with two legislatures in Canada to address workplace sexual harassment. The project will review existing sexual harassment policies and work with officials to adopt policies and procedures in line with trauma-informed practices. Training materials and resources will be developed to support the legislatures in adopting and implementing sexual harassment policies and practices.

Reducing Sexual Harassment in the Canadian Mining Sector

The project will support mining and exploration companies to increase their knowledge of, and address sexual harassment in the workplace. Public legal education and information on workplace sexual harassment will be developed and disseminated to employers, unions, and employees. The project will also work with the mining industry to build capacity within the sector to support strategic and collaborative sector-wide measures to address sexual harassment and create inclusive and safe workplaces.

Safe Spaces: Sexual Harassment Education and Training for BC's Tourism and Hospitality Industry

The project will work with the hospitality and service industries in British Columbia to support safe and healthy workplaces free from sexual harassment. Specifically, the project will focus on the accommodations industry to develop an online public legal education and information training program for both exmployers and employees. Industry workers will be educated on their rights and responsibilities with regards to workplace sexual harassment, and how to contribute to building a culture of safety in the workplace.

Enhancement of Services for Victims of Crime in Nova Scotia

The Province of Nova Scotia will undertake several activities over five fiscal years to advance victim services and access to justice for victims, while giving victims a more effective voice in the criminal justice system in Nova Scotia. Planned activities include: support services of the Mi'kmaw Legal Support Network; an Aboriginal Victim Case Coordinator; implementation of the Canadian Victims Bill of Rights through a designated Restitution Coordinator; and, independent legal advice for victims of sexual assault.

Enhancement of Services for Victims of Crime in New Brunswick

The New Brunswick Department of Justice and Public Safety proposes to undertake several activities over five fiscal years to advance victim services and access to justice for victims and witnesses, while giving victims a more effective voice in the criminal justice system in New Brunswick. Activities will include enhancing services available to victims of intimate partner violence (IPV), an Aboriginal domestic violence outreach program, support groups for vulnerable victims and families, training for victim service coordinators and other initiatives to support the implementation of the Canadian Victims Bill of Rights.

Improving Access to Justice Services for Victims of Crime in PEI

Over the next five fiscal years, the project will support direct services to victims of crime in three regions of Prince Edward Island, contributing to increasing the province's capacity to implement victim-related legislation; increasing access and delivery of victim services; increasing victims participation in the criminal justice system; and, increasing awareness and understanding among criminal justice personnel, service providers and victims on issues, legislation and available services to victims. The project will also support training initiatives to increase understanding and enhance service provider response to the unique dynamics inherent in intimate partner violence, sexual violence, filicide and risk assessment.

Nunavut will undertake several activities over five fiscal years to advance victim services and access to justice for victims and their families. Activities will include implementing a training program designed to effectively respond to victims holistically; participating in training sessions including the Essential Skills for Northern Victim Service Workers e-learning; developing and disseminating educational materials for victim service workers, volunteers, frontline community partners, stakeholders, victims of crime and the public with a view toward establishing a sustainable support system for victims of crime in Nunavut; and expanding the Nunavut Victim Travel Support Program.
