In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Youth Justice Services Funding Program

The government of the Northwest Territories has entered into an Agreement with the Department of Justice Canada to share in the costs of youth justice services and programs within their jurisdiction. The priority of the Agreement is to support and promote programs and services that are consistent with the following objectives: - To encourage accountability measures for unlawful behaviour that are proportionate and timely; - To encourage effective rehabilitation and reintegration of young persons into their communities; - To target the formal court process to the most serious offences; and, - To target detention and custody to the most serious offences.

IRCA (Impact of Race and Culture Assessment) Agreement with the Province of Nova Scotia

This project will provide funding to Nova Scotia, over five years, to prepare Impact of Race and Culture Assessments (IRCAs) for qualified legal aid clients in the province of Nova Scotia. IRCAs are pre-sentencing reports that assist courts in considering the effect that racism and other unique circumstances experienced by Black persons and potentially other racialized minorities, have contributed to their contact with the criminal justice system.

Enhancement of Services for Victims of Crime in Nova Scotia

The Province of Nova Scotia will undertake several activities over five fiscal years to advance victim services and access to justice for victims, while giving victims a more effective voice in the criminal justice system in Nova Scotia. Planned activities include: support services of the Mi'kmaw Legal Support Network; an Aboriginal Victim Case Coordinator; implementation of the Canadian Victims Bill of Rights through a designated Restitution Coordinator; and, independent legal advice for victims of sexual assault.

Enhancement of Services for Victims of Crime in New Brunswick

The New Brunswick Department of Justice and Public Safety proposes to undertake several activities over five fiscal years to advance victim services and access to justice for victims and witnesses, while giving victims a more effective voice in the criminal justice system in New Brunswick. Activities will include enhancing services available to victims of intimate partner violence (IPV), an Aboriginal domestic violence outreach program, support groups for vulnerable victims and families, training for victim service coordinators and other initiatives to support the implementation of the Canadian Victims Bill of Rights.

Improving Access to Justice Services for Victims of Crime in PEI

Over the next five fiscal years, the project will support direct services to victims of crime in three regions of Prince Edward Island, contributing to increasing the province's capacity to implement victim-related legislation; increasing access and delivery of victim services; increasing victims participation in the criminal justice system; and, increasing awareness and understanding among criminal justice personnel, service providers and victims on issues, legislation and available services to victims. The project will also support training initiatives to increase understanding and enhance service provider response to the unique dynamics inherent in intimate partner violence, sexual violence, filicide and risk assessment.

Therapeutic Justice Program Initiative

The therapeutic justice program will provide traditional counselling and clinical therapy to individuals involved in the justice system as a result of mental health and addictions arising from different factors of victimization such as personal and historical trauma, family violence and abuse. The program addresses the needs for a more culturally relevant response to criminality, mental health and addictions issues, and to healing from multi-generational trauma.
