About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Project activities include: (1) training and awareness raising for youth on issues related to child sexual assault, gender-based violence, sexual reproductive health and rights, mental health, and comprehensive sexuality education; (2) training for community leaders and members on issues related to child sexual assault and gender-based violence; (3) education and training for community leaders and members on reporting protocols and referral systems for gender-based violence; and (4) establishing a community-based men’s action group to support gender-based violence prevention and response efforts.

This project aims to enhance entrepreneur skills among youth, provide mental health support, and establish safe spaces for survivors of gender-based violence. It also seeks to raise awareness about gender-based violence and strengthen the capacity of local service providers to offer support. Project activities include: (1) providing vocational training for youth in agriculture, handicrafts, and eco-tourism; (2) establishing safe spaces for youth to engage in recreational and educational activities, including mental health support services and peer support groups; (3) providing training for healthcare and social workers in gender-based violence responses and support and how to build trust between police and vulnerable communities; (4) launching a public education campaign to raise awareness about gender-based violence and promote gender equality; and (5) establishing safe spaces and support centers for survivors of gender-based violence and providing aid and psychological support services.

Through this 28-month project, FrancoQueer will address the needs and barriers to equality for 2SLGBTQI+ communities. This will be achieved by (1) undertaking a community-based research on the root causes of hate towards 2SLGBTQIA+ people, the methods used to spread it, and the needs of service providers in targeted sectors (health, education, media) to address it; (2) developing the skills of service providers offering services in French in Ontario to ensure the delivery of inclusive services to francophone 2SLGBTQIA+ folks; (3) demystifying misinformation and prejudice among the general public and strengthening the capacity of francophone 2SLGBTQIA+ people in Ontario to assert their rights; and (4) conducting a project evaluation.
