In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

March 2021 - An estimated 3.5 million people are in need of humanitarian and protection assistance in Burkina Faso. The upsurge in violence over the last two years has forced more than one million people to flee their homes, many of whom have been displaced several times. Hundreds of health facilities are operating at a minimum service due to the insecurity.

With GAC’s support, CARE Canada is providing emergency protection and sexual and reproductive health and rights (SRHR) assistance to 28,848 people affected by conflict and displacement. Project activities include: (1) providing training and support to protection committees to build community capacity for identifying and referring survivors of gender-based violence (GBV), particularly women and girls, to available services and resources; (2) providing cash and/or hygiene items to particularly vulnerable households, including women-headed households; (3) organizing community mobilisation/sensitisation on GBV prevention targeting men and boys; and (4) increasing community awareness on SRHR and services.

Description:

March 2021 - Lebanon is facing multiple compounding crises in 2021 including COVID-19, economic decline and political fragility, the impact of the August 2020 Beirut Port explosions and the ongoing refugee crisis. With the Syria crisis in its tenth year, Lebanon continues to host over an estimated 1.5 million Syrian refugees, the highest per capita concentration of refugees worldwide. Protection issues remain a concern, and humanitarian needs outpace available international assistance, with over 70% of Syrian refugees in Lebanon currently living below the poverty line.

With GAC’s support, INTERSOS provides emergency health and protection services to refugees and vulnerable Lebanese. Project activities include: (1) providing specialized sexual and reproductive health and rights (SRHR) and gender-based violence (GBV) services to crisis-affected people, including LGBTIQ; (2) providing technical assistance on SRHR and GBV to health and protection workers and community health volunteers; (3) providing emergency cash grants for especially vulnerable cases; (4) conducting engagement sessions with women, girls, men and boys on SRHR and GBV services at the community level.

Description:

March 2021 - Yemen currently faces the world’s largest humanitarian crisis, with over 24 million people in need of humanitarian assistance. The conflict and collapsing economy have pushed over 16 million people to suffer from acute food insecurity, and over 3.6 million people have been displaced since the beginning of the crisis in 2015. Essential service provision has collapsed, including critical water, sanitation, hygiene (WASH) and health services, increasing the risk of disease outbreaks such as cholera, dengue fever and diphtheria. Women and girls are disproportionately affected by the lack of access to essential services and face an increased risk of sexual and gender-based violence (SGBV) due to the crisis.

With GAC’s support, this project provides a multi-sectoral response targeting an estimated 137,810 people in the Taiz governorate. Project activities include: (1) screening, referring and treating girls and boys under the age of 5 years suffering from acute malnutrition; (2) providing awareness sessions on gender equality, gender-based violence and available services; (3) distributing gender-responsive hygiene kits; and (4) improving access to water, sanitation and hygiene services.
