About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Humanitarian Assistance for Refugees in Uganda - CLWR 2021-2022

February 2021 – Uganda currently hosts the largest number of refugees in Africa, and the fourth largest in the world, more than 1.4 million people, primarily from South Sudan and the Democratic Republic of Congo. Most of these live in settlements in Uganda’s remote northern and western regions, relying on humanitarian assistance to meet their essential needs. Protection is a particular concern, as the impact of the COVID-19 pandemic has further exacerbated inequities related to gender, age, and other factors already felt within the displaced population.
With GAC’s support, Canadian Lutheran World Relief (CLWR) is working to reduce vulnerability to and address the impacts of sexual and gender-based violence (SGBV) and other protection risks facing women and girls and persons with special needs in South Sudanese refugee and local host communities in Uganda. Project activities include: (1) working with local stakeholders to improve reporting and response mechanisms for SGBV and other protection concerns; (2) providing shelter and household sanitation facilities for highly-vulnerable community members; and (3) providing case-management and other support for survivors of SGBV.

Sudan - Emergency Water, Sanitation, Hygiene and Protection Assistance - ADRA 2021-2023

March 2021 - An estimated 13.4 million people are in need of humanitarian assistance and protection across Sudan as a result of armed conflict, food insecurity, malnutrition, economic decline and disease. Up to 2.5 million people are internally displaced within the country. Instability around Sudan’s borders has also led to more than 1.1 million people to seek refuge in Sudan, including asylum seekers from Central African Republic, Chad, Eritrea, Ethiopia, South Sudan and Syria.
With GAC’s support, Adventist Development and Relief Agency (ADRA) Canada is providing emergency water, sanitation, hygiene and protection assistance for up to 94,185 conflict-affected people in Sudan’s Blue Nile state. Project activities include: (1) rehabilitating and maintaining 20 water systems; (2) constructing gender-sensitive latrines and handwashing facilities in 15 schools, health centers and public spaces such as markets; (3) providing gender sensitive and culturally appropriate hygiene items for internally displaced people, returnee and host community households; (4) providing psychosocial support through mobile clinics; and (5) conducting community mobilization/sensitization on protection issues such as gender equality.

Polio Eradication in Afghanistan

This project supports Afghanistan's Polio Eradication Initiative, which aims to ensure more children are protected from polio by increasing national polio vaccination coverage. Afghanistan is one of the three countries in the world where polio remains widespread. Experts believe that the country is at a critical point in its efforts to eradicate polio. Canada – in partnership with the United Nations Children’s Fund (UNICEF), the World Health Organization (WHO), the Government of Afghanistan, and other donors – is contributing to providing polio vaccinations to more than nine million children across Afghanistan.
Project activities include: (1) carrying out household visits to vaccinate all children in target populations; (2) conducting and strengthening polio immunization campaigns to build immunity; (3) training and building the capacity of front-line workers; (4) conducting regular house-to-house visits and engaging with community influencers to increase knowledge and practice in children's healthcare and polio vaccination; and (5) implementing and strengthening surveillance to rapidly detect the circulation of poliovirus.

DRC - Emergency Assistance - Doctors of the World 2021

January 2021 - The crisis in the Democratic Republic of the Congo (DRC) is characterized by violent conflict, epidemics and natural disasters compounding and exacerbating existing vulnerabilities. In 2021, 19.6 million people (20% increase since 2020) are in need of humanitarian assistance. Some 21.8 million people currently face severe acute food insecurity, including 3.4 million acutely malnourished children under the age of five, the highest absolute number ever recorded worldwide. The DRC is also home to the largest internally displaced persons population in Africa with 5.2 million displaced people, creating significant needs in protection, livelihoods, and food security. These needs are exacerbated by communicable disease outbreaks, intensified conflicts, and severe food insecurity.
Project activities include: (1) providing at least 3,810 infants and pregnant and lactating women with moderate and severe acute malnutrition treatments; (2) providing at least 2,010 households with malnutrition screening tools; (3) providing at least 40,200 SRH consultations; and (4) providing at least 12,186 women and girls access to SRH services.
With GAC’s support, Doctors of the World is providing assistance to address the urgent needs of up to 50,250 conflict-affected people. This project focuses on preventing and treating malnutrition, and providing access to primary healthcare, including sexual and reproductive health (SRH), for conflict-affected people.
