In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

Encapsulation technology with macromolecules of long chains with large molecular weights is a promising platform for the delivery of bio-active molecules such as proteins and nucleic acids. This technology ensures not only the reproducible formulation with their precise dosage but also the controlled release kinetics of encapsulated biomolecules in targeting areas such as tissues. Compared with man-made polymers, naturally-occurring biopolymers such as polysaccharides produced from biomasses are biocompatible and non-toxic to environments. In collaboration with a NRC team, the Prof Oh' group at Concordia University will develop a new strategy utilizing stimuli-responsive degradation that allows for the modification of a naturally-occurring cationic macromolecule encapsulating anionic biomolecules such as nucleic acids and proteins. Further, the macromolecules will be designed with multifunctionalities exhibiting biodegradablity in response to soil pH and volume change in response to temperature change that can facilitate the controlled release of cargos. It can be anticipated that the develop encapsulation technology is robust and efficient enough to promote the efficient delivery of bio-active molecules acting as pesticides and growth promoters to improve crop yields in agricultural farm lands.

Severe acute respiratory syndrome-coronavirus 2 (SARS-CoV-2) is the cause of a global catastrophic pandemic. The development of
vaccines is well underway and will provide herd immunity in protecting the majority of individuals. However, the development of antiviral drugs still needs to be pursued to provide long term protection. One step critical to all viruses is the ability to package their
genomes into particles that then escape the initial infected cell and proceed to infect normal cells, thus propagating the virus infection.
As such, viruses must have specific mechanisms by which their genetic information is recognized and packaged. Our proposal is to
identify the packaging signals of CoV-2, which would be the prelude to "drugging" this specific viral vulnerability.
