About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Improving Access to Agricultural Insurance in the Casamance Region in Senegal

The project seeks to support the economic empowerment and resilience of women farmers in Senegal’s Casamance region by improving their access to agricultural insurance as a way to mitigate the impact of climate change. The project focuses on the availability of financial products and services tailored to the needs of women farmers and enhances their ability to access and use them.
Project activities include : (1) Providing training and support to women farmers so they can access and use financial products and services, including agricultural insurance; (2) building the capacity of grassroots cooperatives and regional financial institutions to tailor their range of products and services to the needs of women; (3) developing and implementing an innovative business model for distributing agricultural insurance to women and women’s groups; and (4) building the capacity of the Compagnie Nationale d’Assurance Agricole du Sénégal (CNAAS, Senegal’s national agricultural insurance company) and national financial institutions to develop and provide products and services tailored to the specific needs of women.
The project is being delivered by SOCODEVI with the help of two local partners, the CNAAS and the Organisation de Formation et d’Appui au Développement (OFAD/Nafoore).

Strengthening Primary Health Care System in Bauchi State

This project seeks to strengthen the primary health care (PHC) system in Bauchi State, with a
focus on reducing maternal and under-five mortality through fulfillment of sexual and
reproductive rights of women, children, and adolescents. Project activities include: (1) Providing Technical Assistance to the Bauchi State Primary Health Care Development Agency to establish a functional gender unit within the agency, develop gender toolkits, guidelines, and plans for PHC and Reproductive Maternal Newborn Child and Adolescent Health (RMNCAH) programming; (2) Training frontline health workers on adolescent friendly sexual and reproductive health and gender equality for RMNCAH programming; (3) Training key policy makers and health program managers of the Bauchi State Primary Health Care Development Agency on Sexual and Reproductive Health, and Gender Equality in PHC and RMNCAH service delivery; (4) Facilitating mobilization exercises for men and boys on positive masculinity and gender-responsive behaviors in RMNCAH services; and (5) Training women support groups on RMNCAH, Gender Equality, Sexual and Reproductive Health and Rights, women leadership, and strengthening women’s agency.
The project will reach approximately 1,536,692 women of child-bearing age and 373,400 pregnant women.
