In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Improving Health and Protection Outcomes of Women and Girls During COVID-19

This project aims to increase the health and protection of women and girls during the coronavirus (COVID-19) pandemic, by addressing their heightened vulnerabilities to maternal mortality, unplanned pregnancies, and online sexual exploitation and abuse. This project has two components:
Component one works to support local governments in continuing the provision of sexual and reproductive health services, as well as mental health and psychosocial support (MHPSS), in communities affected by the COVID-19 pandemic. Project activities include: (1) providing COVID-19 protection information, family planning counselling and services, through mobile and online platforms; (2) providing technical assistance and support in the roll out of cash assistance program for maternal health services; and (3) providing training to midwives and other healthcare workers on MHPSS services.
Component two focuses on building the capacity of government and civil society organizations to prevent and respond to online facilitated sexual and gender-based violence (SGBV). Project activities include: (1) creating a database and profiling system for early detection and reporting of cases; (2) organizing an online support group to provide survivors with access to legal, health, and psychosocial support services; and (3) engaging youth organizations in developing solutions that tackles online sexual exploitation and abuse.
The project expects to provide 5,000 pregnant women with cash assistance to access institution-based health services, and 4,100 people (of which 97% are women) with contraceptives. The project expects that 300,000 individuals receive COVID-19 protection information and family planning counselling. The project also expects to provide 200 healthcare workers with training on MHPSS, and at least 1,000 survivors with SGBV support services.

This project promotes equality and the enjoyment of fundamental human rights including the right to participate in democratic processes for marginalized communities in Belarus, with a focus on diverse groups of women/girls. The project responds to the unfolding crisis in Belarus by engaging the international policy community in regular discussions in order to build policymakers’ knowledge, maintain pressure and facilitate informed and timely recommendations. Project activities include: (1) undertaking and communicating summaries of public opinion polls in English and Russian; (2) producing research on gender and human rights; (3) convening policy roundtables including with embassy representatives; (4) briefing representatives of international governments, organizations and donors, and briefing Belarusian media/ NGOs/ political actors; and (5) producing Chatham House ‘expert comments’ and multimedia and social media products.
