In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This will be achieved by building managerial capacity; strengthening collaboration among organizations; increasing access to evidence, data, information, and knowledge sources; and advancing LGBTQ2 equality using an intersectional approach.
At the end of the project, the organization will have created and incorporated a provincial Francophone LGBTQ2 organization for Manitoba.

Building Capacity to Mobilize Community-Based Research Skills and Knowledge

Ce projet de 27 mois renforcera la capacité de la Community Based Research Centre Society à faire progresser l’égalité pour les personnes LGBTQ2. L’organisme travaillera pour ce faire à améliorer son accès à l’information et aux données probantes, notamment au moyen d’évaluations des besoins et d’analyses contextuelles; à renforcer sa gouvernance interne, en particulier le conseil d’administration et la planification stratégique; à améliorer la collaboration avec d’autres organismes en proposant des séries et documents pédagogiques.
Un premier supplément de 78 514 $ a été accordé pour mener des activités de recherche, d’engagement et de mobilisation des connaissances à l’appui de l’orientation sexuelle et de l’identité et de l’expression de genre 2SLGBTQ+, ainsi que des personnes survivantes d’efforts de changement d’expression de genre et de pratiques de thérapie de conversion.
Un deuxième supplément de 174 999 $ à la phase 2 servira à renforcer les communications et l’échange de connaissances de l’organisme, ainsi que ses programmes destinés aux survivantes et survivants de changements d’orientation sexuelle, d’identité de genre et d’expression de genre et de thérapie de conversion.
À la conclusion du projet, l’organisme aura accru ses connaissances et capacités « afin de faire progresser l’égalité en ce qui concerne le sexe, l’orientation sexuelle, l’identité et l’expression sexuelles ».

This will be achieved by developing a strategic plan; consolidating Glad Day as a non-profit; expanding and diversifying revenue streams; improving financial planning and reporting; and adapting and improving Glad Day programming, services and community-building in a post-COVID context.
At the end of the project, the organization will have increased knowledge and capacity to advance equality with respect to sex, sexual orientation, gender identity and expression.

At the end of the project, the organization will increased knowledge and capacity to advance equality with respect to sex, sexual orientation, gender identity and expression.

In the context of COVID-19, WFP is addressing the significant rise in immediate food insecurity caused by the pandemic in countries where unmet food-assistance needs are the most pronounced, and where there has been the greatest deterioration in the food security situation.
