In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

In order to provide effective antibiotics, it is critical that Canada find mechanisms to deal with antibiotic microbial resistance (AMR). In the Project, the goal is to develop a novel phage-based antibiotic delivery system as an alternative to antimicrobials. The Project will include collaborative research between Université Laval and NRC to use the developed phage collection and in vitro phage assays to explore targeted delivery.
The Project will perform genome engineering of lead phages to modulate virulence, optimize host range of clinical isolates and minimize resistance development.

Dual Atom Catalysts for N2 and CO2 Reduction

Novel materials will be developed to efficiently catalyse the electroreduction of i) N2 into NH3 (ammonia) and ii) CO2 into C2H4 (ethylene) under ambient conditions and room temperature, using metal doped carbon catalysts. New means of producing chemical building blocks and storing electricity in the form of solar fuels will thus be found. Such conditions would allow ammonia and C2 products to be produced on a decentralised basis at the point-of-consumption, while greatly reducing the associated greenhouse gas (GHG) emissions. NRC will work closely with Imperial College London to design and tune the catalyst for the respective electrochemical reactions. Imperial will use its expertise in electrochemistry and carbon materials synthesis to help create a highly efficient and stable catalyst for ethylene and ammonia production.
