In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 12-month project will engage women and community stakeholders in the development and implementation of strategies that will improve the economic prosperity of Francophone women in Canada. The project will establish strategic partnerships and collaboration between RDÉE organizations and other stakeholders in order to better identify and respond to the economic needs of immigrant women. It will work to eliminate the obstacles and factors that limit the capacity of Francophone women entrepreneurs by identifying the challenges and issues they face.

This 26-month project will address organizational capacity needs to allow the Young Women’s Leadership Network to continue encouraging civic leadership and participation among Black, Indigenous and racialized young women and gender-diverse youth. A series of activities will be undertaken to build national, provincial/territorial and local capacity, including through fund development, human resources management and strategic planning.
The project will also develop an approach to support Black, Indigenous and racialized young women to take action to advance gender equality at the national level. Youth will have access to mentors, issue-focused learning opportunities, and skill-development workshops in order to learn how to advance solutions that will address the gaps facing marginalized women/femmes. A Civic Engagement Campaign, as well as a Civic Leadership Curricula will be created, with one curriculum focusing on advocacy and community-building (Mobilizing for Change), and the other one providing non-partisan information about election campaigns.

Advancing Gender Equity for Black Women and Girls in Canada to Respond to COVID-19

This five-year project will develop a pan-Canadian and bilingual strategy to advance gender equity to respond to and address GBV against Black women and girls through the COVID-19 pandemic and beyond. GBA+ will be incorporated throughout this project. Through this strategy, knowledge and capacity will be built among community members and will guide future policy, service provision, curricula, and program development to better protect, support, and address the needs of Black women and girls in Canada.
