In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Enhancing and Supporting Services to Victims in British Columbia

Over the next five fiscal years, British Columbia will advance victim services and access to justice for victims and their families by: providing frontline staff with access to tailored supports and tools to assist them in being resilient, engaged and healthy in their work; providing ongoing specialized services for victims that are vulnerable and at high risk of domestic violence; enhancing the work of Child Advocacy Centres (CAC) across BC and promoting continued coordination and collaboration among CAC partners; delivering Indigenous focused culturally safe programming and services; delivering training on Trauma Informed Practice for police, Crown counsel, victim service/anti-violence programs, corrections, and lawyers; enhancing the skills and knowledge of frontline victim service and violence against women service providers to support victims of crime and trauma in BC; undertaking various activities to support the implementation of the Canadian Victims Bill of Rights; and providing Independent Legal Advice/Independent Legal Representation for victims of sexual assault.

Interagency Domestic Violence Case Assessment Team & Family Violence Risk Assessment Training

The project is to implement a collaborative response model to respond family violence across the province of Prince Edward Island. The objectives are to increase awareness and understanding of the risk factors associated with family violence; to enhance the knowledge and skills of both government and community members in family violence risk assessment; to increase capacity to assist victims of family violence; to improve cooperation and information sharing; and to facilitate linkages between government departments and community organizations to address family violence.
